Points are allocated as follows: 80 or 90 points for Price (calculated using the formula Ps = 80(1−(Pt−Pmin)/Pmin) or Ps = 90(1−(Pt−Pmin)/Pmin)), and 20 or 10 points for Specific Goals. Specific Goals include B-BBEE levels (Level 1: 5-10 points, Level 2: 4-9 points, ..., Level 8: 1 point, Non-compliant: 0 points) and additional recognition (5-10 points) for EME/QSE, women, youth, or rural enterprises as determined by the adjudication authority.

Price must include all applicable taxes and exclude unconditional discounts. The contract’s rand value (including taxes) determines the preference point system: 80/20 for ≤ R50M, 90/10 for > R50M. For income-generating contracts, the highest acceptable tender determines the system; for others, the lowest acceptable tender does.

Submit valid proof of B-BBEE status or other documentation to claim preference points. Fraudulent claims or non-compliance may result in: disqualification from the tender process, recovery of costs/losses/damages by the organ of state, contract cancellation, restriction from government business for up to 10 years (after due process), and potential criminal prosecution.
