Evaluation follows a 4-gate process: Gate 0 (Administrative Compliance): Must submit all administrative documents (SBD 1, SBD 4, SBD 6.1, CSD registration proof, CIPC documents, COIDA certificate, proof of address). Gate 1 (Mandatory Criteria): Must submit pricing schedule, declaration of independence, insolvency declaration, and proof of professional registration (IIA SA/SAICA for Audit Partner/Director). Gate 2 (Technical Evaluation - 100 points, minimum 80 required): Points allocated for relevant experience (30), project team CVs (45), methodology (25), and audit software (5). Gate 3 (Price and Specific Goals - 80/20 system): Price (80 points) and B-BBEE goals (20 points: 15 for 51% black ownership, 5 for 51% black women ownership). Only bidders scoring ≥80 in Gate 2 proceed to Gate 3.

Scope: Provide internal audit services for 36 months. Key deliverables: Draft a 3-year internal audit rolling plan for Audit and Risk Committee approval. Compile audit scope plans. Prepare Internal Audit Charter. Submit performance reports to Audit and Risk Committee. Attend Audit and Risk Committee meetings. Conduct IT audits, forensic audits, control self-assessments (CSA), and quality assurance reviews. Perform CHE risk assessments, quarterly/annual reviews, and present progress reports. Focus on all CHE functional areas/programmes. Perform ad-hoc tasks and consulting work. Team requirements: Audit Partner/Director (5+ years, IIA SA/SAICA registered), Audit Manager (5+ years), Audit Specialist (3+ years), Audit Senior (3+ years), Audit Junior (6+ months). Methodology: Submit detailed project plan with timelines and use of audit software (CAATs, ACL, etc.). Independence: Must be independent of CHE and external audit activity.

Pricing: Submit fixed annual prices for 3 years, inclusive of all taxes and chargeable items (no adjustments). Provide detailed cost breakdown per position (Audit Partner/Manager, Specialist, Senior, Junior, disbursements). Include VAT (15%). Total contract must be all-inclusive. Failure to submit pricing renders bid non-responsive (0/80 points). Pricing file (File 2) must be sealed and marked 'Pricing Proposals'.

Mandatory: CSD registration (proof required). Tax compliance: Submit SARS TCS PIN or CSD number (each JV/consortium member must submit separately). B-BBEE: Submit valid SANAS-accredited B-BBEE certificate or sworn affidavit (EMEs/QSEs) to qualify for preference points. Professional registration: Proof of valid registration with IIA SA, CIA, CISA, or SAICA. COIDA certificate. Company registration documents (CIPC). Declaration of independence from CHE and external audit. Foreign bidders: Must comply with tax obligations if operating in RSA; otherwise, no TCS PIN required. Fronting is prohibited and will result in disqualification.
