No price changes allowed after the closing date.

Evaluation follows a two-stage process: 1) Administrative compliance, 2) Functionality (minimum 70 points required), followed by the 80/20 preference point system. Functionality is scored based on: Resource experience (10), Personnel experience (30), Company track record (20), Methodology (30), and Close-out report (10).

Project scope includes: 1) Project management to conceptualize and mobilize resources for Inner City niche industries; 2) Coordination of economic clustering and promotion activities; 3) Revitalization of Inner City economic development; 4) Deliverables include an Inception Report, Implementation Plan, Monitoring and Evaluation, and a Close-out Report. Required team: Town and Regional Planner (SACPLAN registered), Development Economist, ICT and Innovation Specialist, Marketing and Events Management Specialist, and Project Manager.

Pricing must be exclusive of VAT. Bidders must submit a financial proposal on company letterhead itemizing costs per deliverable (hours, rates, and team member levels). Travel and subsistence costs must be included in the bid price and align with the National Travel Policy. No price increases will be considered.

Mandatory: SACPLAN registration certificate for the Town and Regional Planner. Required: CSD registration, valid SARS Tax Pin, B-BBEE certificate or sworn affidavit, municipal rates and taxes (not older than 3 months) for company and directors, and completed MBD forms (4, 8, 9, etc.).
