Submit sealed bid in the tender box at Mbombela Civic Centre, 1 Nel Street, Mbombela, 1200. The envelope must be clearly marked with the bid number (COM64/2026), project description, and closing date. Required returnable documents: 1) Company registration certificate; 2) Valid Tax Compliance Status (TCS) PIN; 3) Proof of company registration; 4) Certified copies of Business Director(s)’ ID documents (not older than 3 months, no copies of certified copies); 5) Full CSD registration report (not older than 30 days, summary reports rejected); 6) Valid municipal rates and taxes statement for business premises (or proof of residence from tribal authority/lease agreement with lessor’s up-to-date municipal statement); 7) Municipal rates and taxes statements for all directors (or proof of residence/lease agreements); 8) Certified copies of qualifications and IDs for key personnel (not older than 3 months). Ensure physical addresses on CSD match company registration. Non-compliance with any requirement risks immediate disqualification.

Evaluation uses an 80/20 preference point system: 80 points for price, 20 points for B-BBEE (specific goals). Bidders must submit a Preference Points Claim Form to qualify for B-BBEE points; failure to claim will be interpreted as waiving them. Total maximum points: 100. For complex projects, functionality/quality may be assessed, including track record, experience, human resources, financial capability, and relevant technology. The Municipality reserves the right to cancel the tender process at any stage.

Director compliance: 1) Valid and current municipal rates and taxes statements for all directors (or proof of residence/lease agreements); 2) Municipality may verify director compliance using ID numbers. Key personnel: 1) Certified copies of qualifications and IDs for all key personnel (not older than 3 months); 2) Copies of certified copies will not be accepted. Company profile: A professional introduction of the business (purpose, vision, trustworthiness, products, services, experience) is required. Certification of documents: Must be done by a commissioner of oath (police station, post office, lawyer, notary public, accountant, or judiciary member). Pricing must be firm (non-firm prices, including those subject to exchange rate variations, will be rejected). Prices must be inclusive of VAT, with VAT shown as a separate lump sum in the tender summary. The total amount inclusive of VAT must be carried forward to the Form of Tender. Mandatory compliance requirements: 1) Valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points; 2) Full CSD registration report (not older than 30 days, summary reports rejected); 3) Tax Compliance Status (TCS) PIN; 4) Company registration certificate; 5) Municipal rates and taxes compliance for business and all directors (no arrears >90 days, proof of residence or lease agreements accepted where applicable); 6) COIDA certificate (if applicable); 7) Certified documents (by commissioner of oaths, police, post office, lawyer, notary, accountant, or judiciary member, not older than 3 months); 8) Declaration of past SCM practices (MBD8); 9) Certificate of Independent Bid Determination; 10) No listing on National Treasury’s tender defaulters register or corruption convictions in the past 5 years. Contract duration: Delivery must be completed within 7 calendar days of contract acceptance. Failure to deliver on time may result in contract termination without liability to the City. The Municipality reserves the right to cancel the tender process at any stage. Contractual penalties include: disqualification from the tendering process, recovery of costs/losses/damages, contract cancellation with damages claimed, restriction from obtaining business from any organ of state for up to 10 years (after audi alteram partem), and criminal prosecution for fraudulent claims or non-fulfillment of conditions. Bidders must confirm correctness of bid prices and accept full risk for pricing errors.
