Requirements:

Mandatory Requirements (Pass/Fail):

• Tax compliance: Valid SARS TCS PIN or CSD registration (consortia/joint ventures must submit separate certificates for each party).
• No directors/members employed by the state or listed in the Register for Tender Defaulters/Restricted Suppliers.
• Submission of all required documentation (e.g., SETA accreditation, reference letters, facilitator CVs/qualifications, course manual, programme).

Service Provider Criteria (Must Meet All):

• Registered and accredited with a relevant SETA (proof required).
• Minimum 3 years’ experience (business profile required).
• Must have conducted Supervisory Training in the past 3 years (2 reference letters from different clients required).
• Facilitator must have NQF Level 6 or higher qualification (CV and qualification copy required).

Preference Points:

• 20 points for 100% Black Ownership (submit B-BBEE certificate or sworn affidavit for EMEs/QSEs).

Disqualifiers:

• Late or incomplete submissions.
• False declarations, fraudulent claims, or non-compliance with tax/B-BBEE requirements.
• Conflict of interest with state employees or competitors.
• Failure to submit required compliance documents.

Scope: Conduct in-house Supervisory Training for 20 Public Service officials (SAQA US ID: 10981, NQF Level 4, 12 credits).

Target Group: Officials at levels 7–12.

Location: Pietermaritzburg.

Duration: 3 working days.

Course Requirements:

• Cover all strategic-level areas aligned to the Public Service:
• Interpret basic workflow principles.
• Schedule activities.
• Apply basic quality control principles.
• Function on basic industry and business knowledge.
• Communicate at NQF Level 3.
• Delegates must complete formative and summative assessments and submit a portfolio of evidence.

Deliverables:

• Provide course manual and programme for the training duration.
• Award certificates of competence upon successful completion (70% of payment depends on this).

Pricing:

• Submit firm prices only (no adjustments for exchange rates or other variables).
• Include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• Prices must remain valid for 120 days from the closing date.

Payment Terms:

• 70% of the total price paid on completion of the training session.
• 30% paid upon receipt of the certificates of competence.

Bid Form Requirements:

• Complete the Pricing Schedule in detail.
• Sign the bid and include a witness signature.
• Failure to comply may result in the bid being disregarded.

Mandatory Compliance:

• Tax Compliance: Submit SARS TCS PIN or CSD number. Apply via e-filing at www.sars.gov.za. For consortia/joint ventures, each party must submit separate TCS certificates/PINs/CSD numbers.
• B-BBEE: Submit B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points.
• No bids accepted from:
• Persons in the service of the state.
• Companies/close corporations with directors/members in the service of the state.
• Entities listed in the Register for Tender Defaulters or List of Restricted Suppliers.
• Submit a completed Tenderer’s Disclosure form (conflict of interest declarations).

Disqualification Risks:

• Failure to submit required compliance documents (e.g., TCS PIN, B-BBEE certificate, SETA accreditation).
• False or incomplete declarations in the bid or disclosure forms.
