Evaluation is conducted by the Technical Evaluation Team (TET). Selection will prioritise accredited service providers with a reputable track record.

36-month contract for maintenance, repair, and ad-hoc installation of security systems at Megawatt Park, Eskom Academy of Learning, Grootvallei Nature Reserve, and Eskom Research & Innovation Centre. Systems include: CCTV (Pelco, AXIS, Hikvision, TVT, NUUO), Access Control (Honeywell EBI, RAC-ClockWatch, Turnstar, Sagem, HID), Electric Fencing (Nemtek), X-ray/Metal Detectors (HABSacn), Boom Gates, Turnstiles, and PA Systems. Key requirements: (1) Centralized monitoring at Megawatt Park, (2) 24-hour emergency/breakdown service, (3) 2-hour response time during/outside office hours, (4) 4-hour repair SLA, (5) weekly system inspections and reports, (6) data storage: 60 months for access control, 12 months for CCTV footage, (7) software licenses and pass keys owned by Eskom, (8) lifecycle refurbishment/upgrades for hardware, (9) adherence to Eskom security specifications (e.g., 240-86738968, 240-91190304, 240-102220945). Systems must operate standalone, separate from other building systems.

Pricing must cover: (1) supply of material and equipment, (2) labour rates (including overtime, call-out fees, travel costs). Penalties: 10% of monthly contract value for failure to meet SLA timelines or contract conditions (triggered by non-conformance or early warning notices). Contract is subject to NEC3 terms of service. Warranty requirements: 6 months for workmanship/repairs, 12 months for new installations.

Mandatory: (1) valid accreditation with security industry bodies (e.g., PSIRA), (2) certification of key personnel for industry compliance, (3) Non-disclosure Agreement (NDA) with Eskom. Sub-contracting: limited to maximum 10% of contract value, requires prior written approval from Eskom. Must adhere to Eskom Safety Policies, including pandemic-related regulations. Spares must be kept on-site as specified in the Bill of Quantities.

Two-stage evaluation process: 1) Mandatory Administrative Compliance (Pass/Fail): Non-compliance with any mandatory requirement results in immediate disqualification. 2) Technical/Functional Evaluation: Only compliant bidders proceed. Minimum threshold: 75/100 points required to advance. Coverage: All equipment in the Bill of Quantities (including UPS batteries and surge protection), labour, and travel costs for the full 36-month contract period. Eskom retains the option for ongoing support via a subsequent agreement.

Mandatory requirements (failure to comply results in disqualification): CIPC registration documents; valid Tax Clearance Certificate or Tax Pin; valid CSD report (not older than 3 months); CIDB rating of 1GB, 2EB, or 1EP; ECB/SAIEE registration (proof of valid registration); ECSA registration (proof of valid registration for Electrical/Electronic or Mechatronics Engineer or Technologist); valid Letter of Good Standing issued by the Department of Labour or RMA; valid company PSIRA registration certificate; valid PSIRA Letter of Good Standing. All documents must be clear, readable, and certified within 3 months prior to the tender closing date.
