Provision of a working laboratory system for komati agrivoltaics facility – design, supply, installation, and 2-Year monitoring

Submit electronically via the Eskom E-tendering portal (https://etendering.eskom.co.za/). Documents must be uploaded into the designated folders: Technical, Commercial, Financial, and Other. All documents must be in PDF format. Pricing schedules must be provided in both PDF and Excel formats. No zip or condensed files are permitted. Maximum upload size per document is 500MB, with a total limit of 4GB per submission. Ensure the submission status is marked as 'complete' before the deadline.

The tender follows an 80/20 preference point system. Evaluation occurs in two stages: 1) Functionality (Technical) threshold of 80% (must be met to proceed); 2) Price (80 points) and Specific Goals (20 points). Specific goals are based on B-BBEE status level. Failure to provide B-BBEE documentation results in 0 points for specific goals but does not disqualify the bidder.

Provision of a working laboratory including design, supply, installation, commissioning, monitoring, and evaluation of the system at the Komati Agrivoltaics facility for a two-year period. Detailed technical requirements are provided in the 'Scope of Work' (Annexure 1.1.18) and 'Technical Evaluation' (Annexure K).

Pricing must be inclusive of VAT and exclude contingencies. Payment terms are 30 days for contracts under R50 million and 60 days for contracts over R50 million. Unconditional discounts are considered in evaluation; conditional discounts are not.

Mandatory requirements include: CSD registration, SBD 1, SBD 4, SBD 6.1, and signed Authorisation/Acknowledgement forms. Safety/Quality requirements include: COIDA Letter of Good Standing, OHS Plan, Baseline OHS Risk Assessment, OHS Policy signed by CEO, and 37(2) Agreement. Financial statements (audited or as applicable) are required for due diligence.

Submit a complete package of quality management documentation as per the 'List of Tender Returnables'. Required: All documents listed in Sections A to E must be included. Missing any required document may disqualify the bid.

Evaluation is based on Category 3: Quality Requirements. Scoring is divided into five sections: Section A (QMS documentation compliance with ISO 9001:2015, max 7 points), Section B (Evidence of QMS in operation, max 2 points), Section C (Draft Contract Quality Plan, 1 point), Section D (Quality Control Plan/ITP, 1 point), Section E (Training plan and completed Form A, 2 points). Total possible score: 13 points.

Scope: Provision of a working laboratory including design, supply, installation, commissioning, monitoring, and evaluation of the system at the Komati Agrivoltaics facility next to Komati Power Station. Duration: 2 years.

Compliance with ISO 9001:2015 is mandatory (certification not required, but documented evidence is). Required: QMS Manual or equivalent, Quality Policy (top management-approved), Quality Objectives (top management-approved), document and record control procedures (Clause 7.5), nonconforming output control (Clause 8.7), corrective action records (Clause 10.2), internal audit records (Clause 9.2), organizational chart and responsibility matrix (Clause 5.3), supplier evaluation and monitoring criteria (Clause 8.4).

Submit the following as part of the tender returnables: 1. Signed Environmental Policy showing top management commitment to the environment. 2. Aspects and Impacts register for the scope of work, including: methodology used, identified activities with environmental impact, and control measures. 3. Environmental Method Statement detailing how environmental aspects of the activity will be managed.

Evaluation is based on environmental compliance. Submissions are classified as 'Recommended' or 'Not Recommended' depending on whether all required environmental documents (Environmental Policy, Aspects and Impacts register, Environmental Method Statement) are provided and compliant.

Scope: Design, supply, installation, commissioning, monitoring, and evaluation of a working laboratory system at the Komati agrivoltaics facility. Duration: 2 years.
