• Ranking: Tenderers are ranked by total points (price + specific goals). The highest-scoring tenderer wins. Either 80/20 or 90/10 preference system may apply.
• Disqualification risks: Late or non-electronic submissions, missing mandatory documents, incomplete/unsigned forms, non-compliance with eligibility or technical criteria.

Scope: Provision of routine and ad hoc condition monitoring service at Kendal Power Station for a period of five (5) years.

• Key technical requirements detailed in Annexure M (Scope of Work) and Annexure P (Technical Evaluation Criteria).
• Mandatory technical capacity: Company must have minimum 5 years experience in condition monitoring (provide proof of purchase orders older than 5 years); must have or use a SANAS accredited laboratory (submit accreditation certificate); must possess appropriate, calibrated condition monitoring tools (submit list of calibrated tools).
• Safety requirements (Annexure S): Must comply with Eskom's OHS specifications. Submit Eskom Acknowledgement Form for OHS legal requirements, Occupational Health and Safety Baseline risk assessment template for Kendal, OHS Specification 32-726-03T, COVID-19 direction documents, Contractor Health and Safety Requirements 32-136 rev 3, and OHS Tender Evaluation Template (High risk).
• Quality requirements (Annexure R): Service provider must have a Quality Management System (QMS) compliant with ISO 9001:2015. Submit required quality documents including Quality Management System manual, Quality Policy, Form A (Tender & Contract Quality Requirements), Quality Objectives, internal audit and corrective action procedures, latest internal audit reports, draft contract quality plan, example inspection/test plan (ITP/QCP), and documented information on roles and management reviews.
• Contract conditions: NEC or other contract (Annexure N). Eskom's Standard Conditions of Tender apply (Annexure T), available at www.eskom.co.za if not attached.

Pricing format: Submit pricing schedule/BOQ (Annexure O) in both PDF and Excel formats. Ensure prices are inclusive of VAT.

• Payment terms: For contracts valued below R50 million (including VAT), Eskom pays within 30 days of receipt of undisputed invoices. For contracts above R50 million (including VAT), payment is within 60 days of receipt of undisputed invoices.
• Financial capacity assessment: Additional contractual requirement may include submission of latest approved annual financial statements (not drafts or management accounts) for due diligence/financial analysis. Required documents include director's report, auditor's report, statements of financial position, comprehensive income, changes in equity, cash flows, notes, public interest score (if applicable), and ITA34C for current & previous years (for unaudited SA entities). For joint ventures, each partner must submit its financial statements.
• Security for performance: Not applicable for this tender.
• Cataloguing: If required, the successful tenderer will provide cataloguing information post-award; a line item for cataloguing must be included in the pricing schedule.
• Alternative tenders: Not allowed.

Mandatory contractual requirement: Proof of CSD registration (CSD number/report).

• B-BBEE: Submit SBD 6.1 Preference Points Claim Form (Annexure I) to claim points. Provide valid B-BBEE certificate (SANAS accredited/sworn affidavit/CIPS affidavit), proof of ownership/shareholding (preferably CIPC docs), certified ID copies of shareholders, proof of disability if applicable. For trusts/consortia/JVs, submit a consolidated B-BBEE status level verification certificate.
• Tax compliance: Local tenderers must provide SARS e-filing PIN for verification via CSD or submit a certified copy of a tax clearance certificate if not on CSD. Foreign tenderers with a South African footprint must submit a certified tax clearance certificate if not on CSD. Foreign suppliers with no SA footprint complete SBD1 but no tax proof required.
• Employment Equity: South African tenderers who are designated employers must submit proof of compliance with the Employment Equity Act, including proof of submission of the EE report to the Department of Labour.
• CIDB grading: Not applicable for this tender.
• Other registrations: Provide additional documents like ECSA, SACPCMP registrations, CVs, permits, licenses if applicable to the scope.
• Integrity: Submit Integrity Pact Declaration (Annexure D). Download and read the Supplier Integrity Pact from Eskom's website.
• Local content: If designated materials are included, complete and submit SBD 6.2 Declaration certificate for local production and content (Annexures G1-G4).
• Joint ventures/consortia: Submit valid joint venture agreement confirming rights, obligations, and profit-sharing ratios. Provide separate written confirmation that the JV will operate as a single business entity and details of a single designated bank account in the name of the JV.
