Submit electronically via Eskom E-Tendering portal by 01 July 2026 at 10:00 am. Late submissions will not be accepted. Upload all documents in PDF format (max 50MB per file, total submission max 900MB). Price list must be submitted in both PDF and Excel. No ZIP files or hard copies allowed. Ensure submission status is marked as 'complete'. If resubmitting, only the latest version will be accepted. Mandatory returnables at closing: Annexure A (Authorisation Form), B (Acknowledgement Form), C (Tenderer’s Particulars), D (Integrity Declaration), E (CPA for Local Goods/Services), F (CPA for Foreign Goods/Services if applicable), G1-G4 (SBD 6.2 Local Content Declaration if applicable), H (SBD 1), I (SBD 6.1 Preference Points Claim Form), J (SBD 4 Bidders Disclosure). For JVs: submit joint venture agreement and proof of single designated bank account. Non-disqualifiable returnables may be requested within 5 working days if missing/incomplete. Failure to comply with requests may lead to disqualification.

Eligibility: Tenderer must not be on international sanctions lists, restricted by National Treasury, or on the Tender Defaulters list. No conflict of interest with Eskom or other tenderers. Tenderers may not submit multiple bids (individually or as part of a JV/consortium) unless due to e-tendering size limits. Joint ventures/consortia must explicitly state joint and several liability in their agreement. Tenders signed by unauthorized persons will be disqualified. Subcontracting 100% of the scope is prohibited. Functionality: Minimum 70% threshold required; failure to meet this results in disqualification. Pricing: Scored out of 80 points. Evaluated inclusive of VAT, corrected for errors, excluding contingencies, and adjusted for acceptable variations. Unconditional discounts are considered; conditional discounts are applied at payment. Specific Goals: Scored out of 20 points under PPPFA 2022. Failure to submit evidence results in 0 points for that goal but not disqualification. Ranking: Based on combined scores from Pricing (80) and Specific Goals (20) under the 80/20 preferential point system. Objective criteria may justify awarding to a tenderer other than the highest scorer.

Supply and delivery of Dust Handling Plant (DHP) Drives spares at Matimba Power Station for 60 months on an as-and-when-required basis. Scope includes adherence to Eskom’s technical specifications, cataloguing requirements (if applicable), and labelling specifications. Technical evaluation criteria are detailed in the attached Technical Evaluation Schedule (TES). Quality Management System (QMS) must comply with ISO 9001:2015 (documented QMS, quality policy, objectives, control of documented information, nonconforming outputs, corrective action, internal audits). Contract Quality Plan and Quality Control Plan (QCP/ITP) specific to the scope must be submitted. Additional requirements may include OHS risk assessments, COIDA certificates, environmental policies, and aspects/impacts registers.

Pricing must be submitted in PDF and Excel. Payment terms: within 30 days for contracts ≤ R50M (incl. VAT); within 60 days for contracts > R50M (incl. VAT). Performance security (bond/demand guarantee) may be required from Eskom-approved financial institutions. Audited financial statements for the past 18 months (or last year if unavailable) are required. For JVs/SPVs, submit statements for each participant. Start-ups (<12 months) are exempt but must provide statements post-award if successful. Unconditional discounts are evaluated; conditional discounts are applied at payment.

Mandatory: Valid CSD registration, tax clearance certificate (local tenderers or foreign with SA footprint), Employment Equity compliance (if designated employer), CIDB grading (if applicable, within 21 working days post-closing). Submit SBD 1 (all tenderers), SBD 4 (Bidders Disclosure), SBD 6.1 (Preference Points Claim), SBD 6.2 (Local Content Declaration if applicable). Integrity Pact Declaration (Annexure D) and CPA Requirements (Annexure E/F) are mandatory. OHS: COIDA certificate, OHS policy (signed by CEO), baseline risk assessment, and competency evidence. Environmental: Policy, aspects/impacts register, method statements. Quality: ISO 9001 compliance or equivalent documented QMS. Joint ventures must confirm single business entity status and designated bank account.
