The technical evaluation uses weighted scoring:

• Experience (40%): Minimum 3 years' continuous monitoring experience required for full score.

• Organogram (5%): Must show team structure with roles.
• Laboratory accreditation (10%): Valid certificate required.
• Monitoring protocol (15%): Protocol must verify sampling methodology meets Water Use Licence (WUL) requirements.
• Overall minimum threshold for qualification is 70%.

Eligible contractors must:

• Be registered as an employer with the Compensation Commissioner and possess a valid Letter of Good Standing.
• Demonstrate full compliance with the Occupational Health and Safety Act and all other relevant legislation listed in the document.
• Possess or be able to appoint personnel with the required competencies (e.g., Supervisor with 3 years' experience, trained Safety Officer, H&S Representatives).
• Have the organizational capacity to execute a five-year, high-risk environmental monitoring contract.
• Use SANAS-accredited laboratories for all sample analysis.

Scope of Work Monitoring Requirements:

• Carry out specific surface and groundwater sample analysis bi-weekly, monthly, quarterly, and annually at specified points.
• Collect and record surface and groundwater information (dates, location, time, groundwater levels).
• Conduct bi-annual bio-monitoring analysis at 10 upstream/downstream monitoring points.
• Perform monthly surface water flow measurements at 2 stream diversion points.
• Inspect stormwater infrastructure and turbidity levels annually.
• Conduct soil sampling at 12 monitoring points upstream/downstream when required.
• Notify stakeholders if water quality objectives/targets are exceeded.
• Prepare and present quarterly water quality presentations to the EMC.
• Update geohydrological model, Water Conservation & Water Demand Plan, and Integrated Waste and Water Management Plan annually.
• All samples must be submitted to SANAS-accredited laboratories.
• Conduct source apportionment, wetland delineation, and habitat assessment studies.
• Provide recommendations to improve water quality or address non-compliances.
• Maintain monitoring network and replace destroyed/lost points.
• Hold monthly progress meetings with the client.

Safe Work Procedure Development: Procedures must list known controls, record steps to rectify insufficient controls, and be approved by the Eskom project manager representative.

Experience and Qualifications:

• Main contractors and appointed contractors must have appropriate qualifications, certificates, and competent supervision.
• Specific competency requirements are defined for roles such as Health & Safety Representative, Supervisor, and Safety Officer.

Quality and Safety Management:

• All contractors must follow Eskom's Substance Abuse Procedure (32-37).
• A zero-tolerance policy for alcohol and drugs is enforced (0% allowable level).
• Ad-hoc alcohol testing will be conducted on site.
• Contractors must report and manage non-conformances, incidents, and corrective actions.
• Safety promotion activities include planned job observations, OHS training, and incident announcements.

Legal and Eskom Requirements:

• The contractor must develop an OHS plan that meets all legislative and Eskom Kusile Power Station requirements.
• The contractor remains accountable for the health and safety programme for their employees and appointed contractors.
• Key legislative compliance includes: Occupational Health and Safety Act, National Environmental Management Act, National Water Act, Compensation for Occupational Injuries and Diseases Act, and relevant SANS standards.
• A Section 37(2) agreement must be signed between Eskom and the main contractor, and between the main contractor and all appointed sub-contractors.
• The use of child labour is prohibited.
• All contractors must be registered with the Compensation Commissioner and possess a valid Letter of Good Standing.
• Contractors must comply with Eskom's seven Life-Saving Rules and Substance Abuse policy (zero tolerance for alcohol/drugs).
• Required appointments include: Health and Safety Representative, Supervisor, Safety Officer, First Aider, and others as per OHS Act.
• Specific competency requirements are listed for Health & Safety Representatives, Supervisors, and Safety Officers.
• An organisational OHS policy, signed by the CEO, must be displayed and filed.
• A detailed, site-specific OHS plan must be submitted and approved before work commences.
• Safety file package must be submitted to the OHS department 2 weeks before the project start date.

OHS Communication: Statutory health and safety committees must be established. Meetings must have agendas covering incidents, non-conformances, training, etc. Minutes and action items with target dates must be kept.

Environmental Monitoring Scope:

• The scope includes purging boreholes annually, determining monthly surface water flow rates, calculating contaminant loading, measuring turbidity levels, and conducting ecological site walkdowns.
• Key deliverables: Provide recommendations to improve water quality, maintain monitoring networks, conduct source apportionment and wetland delineation studies, update water management plans annually.
• All samples must be analyzed by SANAS-accredited laboratories.
• Environmental housekeeping: Prompt disposal of waste materials in designated areas, secure storage of materials to prevent falling objects, and site clearance on project completion.

General Training & Vehicle Management: Supervisors must inform employees of hazards and control measures. Vehicle requirements: drivers and passengers must wear seatbelts, loads secured, no overloading, valid driver medical certificates, vehicles roadworthy with first aid box, fire extinguisher, triangles, and specific safety features.
