Evaluation follows a two-stage process: Stage 1 (Compliance) and Stage 2 (Price and Specific Goals). Stage 1A (Mandatory): Failure to submit (a) completed Price Schedule and Pricing/Delivery Form, (b) signed Submission Register, or (c) valid SANAS ISO/IEC 17025 Accreditation Certificate (own, not third-party) results in automatic disqualification. Stage 1B (Other Mandatory): Must submit Company Registration, Directors’ IDs, valid Tax Clearance Certificate (with SARS PIN), CSD registration number, proof of bank account, and fully completed RFQ documentation (including all declarations and SBDs). Stage 1C (Scoring Documents): Non-mandatory but required for scoring: Audited Annual Financial/B-BBEE Certificate/Affidavit and CIPC/B-BBEE Certificate/Affidavit. Stage 2: 80 points for price (using 80/20 formula: PS = 80(1 − (Pt−Pmin)/Pmin)), 20 points for Specific Goals (10 for EME 51% Black Owned with Audited Financial/B-BBEE Certificate, 10 for 51% Black Owned with CIPC/B-BBEE Certificate). Total: 100 points. Incomplete bids are disqualified.

Scope: Once-off servicing and calibration of 21 gauges (including Master Gauges, Go/No-Go Gauges, Vacuum Gauges, and Darta Gauges) in East London for PRASA. Service provider must be SANAS-accredited to ISO/IEC 17025 for the relevant calibration scope and provide traceable calibration certificates for all gauges. Delivery period: Specify earliest possible delivery in working days from date of order.

Prices must be quoted in South African Rand (ZAR), inclusive of all applicable taxes (VAT 15%). Fixed price basis required. Cost breakdown and price escalation basis/formula must be indicated. Pricing must strictly follow the provided Price Schedule (Section 7); deviation may result in non-responsiveness. Discounted prices are considered only in the final evaluation stage on an unconditional basis. Payment terms: Within 30 days of receipt of correct tax invoice. PRASA may negotiate market-related prices with top-scoring bidders if initial prices are deemed non-market related.

Mandatory: Tax Compliance (valid SARS TCS PIN or CSD registration number). Valid Tax Clearance Certificate required (must be valid on closing date). CSD registration is mandatory (foreign suppliers with no local entity exempt). Bidders must submit: Company Registration documents, Directors’ ID copies, CSD supplier number, proof of bank account, and completed RFQ documentation (all declarations and SBDs). No bids accepted from state employees, companies with state-employed directors, or close corporations with state-employed members. Bidders must not be listed on the Register for Tender Defaulters or List of Restricted Suppliers. B-BBEE: Points awarded for EME 51% Black Owned (10 points) or 51% Black Owned (10 points) with supporting documentation (Audited Financial/B-BBEE Certificate/Affidavit or CIPC/B-BBEE Certificate/Affidavit).
