Quotations are deemed offers; changes after closing are not considered. Validity period is 60 working days from closing date.

Mandatory returnable documents: completed pricing schedule (Section 4), signed submission register. Other mandatory documents: company registration, directors' ID copies, valid tax clearance certificate and SARS PIN, CSD registration number, proof of bank account, JV/consortium agreement if applicable, all RFQ documentation including declarations and SBD forms. Non-mandatory scoring documents: certified ID copies, audited annual financials/B-BBEE certificate/affidavit, CIPC documents, doctor's note for disability.

Evaluation uses the 80/20 preference point system. Stage 1A: mandatory requirements (price schedule and submission register) must be met or bid is disqualified. Stage 1B: other mandatory documents (company registration, directors' IDs, tax clearance, CSD number, bank proof, JV agreement if applicable, all RFQ documentation) must be available within 7 days of request. Stage 1C: non-mandatory documents for scoring (B-BBEE certificate/affidavit, CIPC documents, ID documents for specific goals). Stage 2: Price 80 points, Specific Goals 20 points. Price formula: Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals include EME 51% Black Owned, 51% Black Owned, 51% Black Youth Owned, 51% Black Women Owned, Owned by Black People with Disability, each worth 4 points.

Appointment of a service provider for the supply and delivery of a main generator for a 34GE locomotive at PRASA in Port Elizabeth, Eastern Cape. Scope includes supply and delivery of the main generator, and commissioning, loading and testing of the main generator.

Pricing must be in South African Rand, inclusive of all applicable taxes, firm and clearly indicate basis. Bill of quantities must be completed in line with the schedule. Cost breakdown must be indicated. Price escalation basis and formula must be indicated. Pricing must be submitted strictly in accordance with the price schedule; deviations may render bid non-responsive. Discounts considered only at final evaluation on unconditional basis. If highest scoring bidder's price is not market-related, PRASA may negotiate with next highest scorers or cancel RFQ. Delivery period to be stated in working days from date of order.

Bidders must self-register on the Central Supplier Database (CSD) at https://secure.csd.gov.za/. Submit SARS PIN or CSD number. Provide TCS certificates for consortia/JVs/subcontractors. Bids from persons in service of the state or companies with such directors will not be considered. Returnable forms include SBD 4 (Declaration of Interest) and SBD 9 (Certificate of Independent Bid Determination), both must be completed and signed.

PRASA General Conditions of Purchase apply: conditions form basis of contract, no oral variation. Payment within 30 days of correct tax invoice. Supplier must deliver on or before date, mark consignments, send advice note and priced invoice. Title and risk pass to PRASA upon acceptance. PRASA may reject non-compliant items, return at supplier's risk, recover costs. Warranty: items free from defects for one year from acceptance. Supplier indemnifies PRASA against claims from negligence, IP infringement, defective work. Assignment/sub-contracting requires PRASA's prior approval. Governing law: South African law, non-exclusive jurisdiction of SA courts.
