Interviews (100 points, 65% threshold) verify knowledge of legislation, issue prioritisation, solution development, and advisory/skills transfer. Final functionality score = average of desktop and interview scores. Phase 3: 80/20 Preferential Procurement – 80 points for price, 20 points for specific goals (10 for >30% HDI ownership, 10 for >30% women ownership). Only bidders meeting both technical and interview thresholds proceed to Phase 3.

Scope: Provide technical advisory services to GTAC’s IGR Division for MFIP Phase IIIx, supporting Municipal Financial Recovery Services (MFRS) with specialist financial management. Objective: Assist municipalities in resolving financial problems and implementing MFMA Chapter 13 requirements. Key deliverables: 1) Develop financial recovery plans (FRPs) within legislated timeframes, including status quo assessments, stakeholder engagements, and framework revisions. 2) Monitor FRP implementation: ensure timely municipal progress reports, verify data, conduct quarterly audits, and escalate non-compliance. 3) Capacity building: support Provincial Treasuries and municipalities with FRP development/monitoring, reporting templates, and technical guidance. 4) Additional tasks: research best practices, update monitoring tools, provide advisory support on financial reforms, and assist with organisational design/legal/infrastructure support. Location: Based at National Treasury (MFRS Unit), with travel to national/provincial/local meetings. Reporting: To designated MFRS Unit counterpart and MFIP PMU. Expertise required: Financial drafting, financial review, performance improvement initiatives, and hands-on experience in local government financial management.

Pricing: Submit via SBD 3.3 on the e-procurement portal. Rate cap: R750.00/hour (excl. VAT) or R862.50/hour (incl. VAT). VAT registration required if contract exceeds VAT threshold. Fees may be adjusted annually at GTAC/IGR’s discretion. Exclusions: Travel costs for project execution are covered by GTAC; travel/parking to/from residence/workplace are not reimbursed. No relocation or accommodation allowances. Payment terms: As per GTAC’s standard contractual conditions.

Mandatory: 1) Valid tax clearance and CSD registration at closing date (consortiums/joint ventures must submit separate validations for each party). 2) Bidders must be registered on CSD by tender closing date. 3) Submit SBD 1, SBD 4, and SBD 6.1 forms. 4) CVs from state employees or current MFIP contractors are disqualified. 5) No bidder representative (Director/Shareholder/Proposed Resource) may be a state employee. 6) Maximum 3 resources per position; excess resources will not be evaluated. 7) Each individual’s CV may only be submitted in one bid. 8) Educational qualifications: Submit certificates (membership certificates not accepted). International qualifications require SAQA accreditation. 9) B-BBEE: Preference points awarded under 80/20 principle (20 points for specific goals: 10 for >30% HDI ownership, 10 for >30% women ownership).
