Evaluation follows the 80/20 preference point system under the Preferential Procurement Policy Framework Act, 2000, and Regulations, 2022. Scoring breakdown: 80 points for price (lowest acceptable bid scores highest), 20 points for specific goals (B-BBEE ownership: Black 10 points, Women 7 points, Youth 3 points). Mandatory compliance: Submit SBD1 (Invitation to Quote), SBD3 (Pricing Schedule), SBD4 (Bidder’s Disclosure), and SBD6.1 (Preference Points Claim Form) with active B-BBEE certificate or affidavit. Administrative compliance is mandatory; failure to submit required forms or documentation will disqualify the bid. Bidders listed in the Register for Tender Defaulters or Restricted Suppliers are automatically disqualified. No bids accepted from state employees or entities with state-employed directors/members. Scope: Procurement, installation, configuration, and support of Low Earth Orbit (LEO) Ka-band satellite network services for four BMA ports of entry (Sani Pass, Platjan, Mananga, Caledonspoort). Objective: Deliver enterprise-grade connectivity with high network availability, scalable broadband, and secure communications for mission-critical operations. Hardware per port (x4): 1x CPE (90cm antenna, modem, 1W BUC), 1x Ka-band satellite router (Gigabit Ethernet, HB210/HB220 radios), 3x Wi-Fi access points (300Mbps, 2.4GHz, WPA2/WPA3), 3x VOIP phones (Android 13, TEE encryption, 2.4G/5G Wi-Fi), 1x 6U server cabinet, 1x multiplug (5m cord), 1x 500m CAT5e cable. Services per port (x4): Monthly internet (500GB at 25Mbps) and voice (100 hours), installation/configuration, support/maintenance. Minimum technical requirements: ≥99% network uptime, ≤60ms latency, ≤14 working days deployment, 24/7 support, ≤8-hour fault resolution. Mandatory compliance: ICASA licensing or partnership proof, OEM authorization letter, POPIA compliance declaration, cybersecurity compliance statement. Pricing: Fixed price in ZAR (inclusive of VAT and all applicable taxes such as PAYE, income tax, UIF, SDL). Submit pricing via SBD3.1 form (firm prices only; non-firm prices will be rejected). Offer must remain valid for 120 days from the closing date. Payment terms: Within 30 days of approved invoice receipt, per agreed schedule. Disbursements capped at 10% of total payment, requiring original receipts and a pre-approved expense list. Remuneration covers all costs (delivery, taxes, etc.). Performance security may be required post-award (30-day deadline for submission). Payment will be made against key deliverables meeting professional-level quality standards.

Tax compliance: Submit SARS TCS PIN (via e-Filing) or CSD number. If no TCS PIN is available, CSD registration is mandatory. Foreign suppliers: If no RSA residency, branch, permanent establishment, income source, or tax liability, TCS PIN is not required. B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Disqualification risks: State employees, directors/members in state service, tender defaulters, or restricted suppliers. Consortia/joint ventures: Each party must submit separate TCS/CSD documentation. Fronting is prohibited. Additional compliance: POPIA and cybersecurity compliance declarations required. ICASA licensing or OEM authorization mandatory. Non-SA citizen employees require vetting and valid work permits; non-compliance may lead to contract termination. All alterations to bid documents must be initialed; failure to disclose conflicts of interest or collusive practices will invalidate the bid.
