Functionality assessment (100 points total, minimum 80/100 required to qualify):

• Company Experience (30 points): Must demonstrate a track record of 10+ projects in gallery/museum-grade exhibitions or print media (e.g., magazines). Exceeds baseline with >10 projects.
• Reference Letters (30 points): Submit 4+ verifiable letters confirming relevant experience in graphic/exhibition design, teamwork, and on-time/on-budget delivery. Exceeds baseline with >4 letters.
• Senior Leadership Capacity (20 points): CV of senior team member must show oversight experience in magazine/publication/museum exhibition layout, production timelines, workflow coordination, and quality control.
• Typography & Layout Quality (20 points): Portfolio must demonstrate professional typography (kerning, tracking, leading), grid discipline, hierarchy, readability, and production readiness.

Price evaluation: 80/20 preference point system (80% price, 20% B-BBEE).

• B-BBEE: 20 points for 50%+ black ownership, 10 points for <50%, 0 points for 0%.
• Bids scoring <80% on functionality are disqualified.
• Must attend compulsory briefing (03 June 2026, 10:00).

Scope: Graphic design and layout of exhibition content for the Nelson Mandela Prison House Museum, adhering to pre-approved design guidelines (Annexure C) and stylesheet (provided at briefing).

Deliverables:

• Indoor: ~30 free-standing 12.76mm glass display panels (1900h x 1100w).
• Outdoor: 6x 3mm Corten steel panels (1600h x 700w) + 12x Corten steel 'Milestone' panels (780h x 340w).
• Object Labels: 30x 3mm Forex (200h x 200w).
• Image Preparation: Upscale/retouch/scan 40 images/documents as needed.

Responsibilities:

• Translate approved content into final layouts using provided templates and design system.
• Prepare complete design layouts for all panels and materials.
• Attend site visits (Paarl) and printer visits (Cape Town) for proofing sessions (colour proofs, material samples, mock-ups).
• Ensure strict adherence to Iziko’s curatorial direction and approved design framework; no deviations without written approval.
• Produce print-ready artwork files in required specifications.
• Deliver all open/print files on a 2TB+ external drive (accessible by Iziko).
• Duration: 3 weeks for print-ready files from appointment date.
• IP: All designs, interactive elements, and assets remain Iziko’s sole property.

Note: Iziko provides approved content and stylesheet; service provider executes design only.

Quote must follow the provided template with a full cost breakdown (unit cost, quantity, total per phase).

• Include VAT, disbursements, and escalations if applicable.
• Pricing must cover all phases:

Phase 1: Draft design layouts (indoor/outdoor panels, object labels, print proofs, meetings).

Phase 2: Developed design layouts (2nd draft), image retouching, A3 print proofs, meetings.

Phase 3: Final design layouts/print proofs (all panels).

Phase 4: Print-ready file prep, printing oversight (5 days, travel included), 2TB external drive handover.

• Overtime and additional designers must be costed in the schedule.
• Validity period: 60 days from closing date (08 June 2026).

Mandatory documents (failure to submit any may disqualify the bid):

1. Central Supplier Database (CSD) report with supplier number and company details (www.csd.gov.za).
2. Tax status verification PIN + tax registration number.
3. Valid B-BBEE certificate or sworn affidavit (determines preference points).
4. Completed SBD6.1 and SBD4 forms (signed, with declaration).
5. Visual portfolio (10+ verifiable examples of gallery/museum/print media work).
6. 4+ verifiable reference letters (dated, signed, on official letterhead, confirming relevant experience).
7. Detailed CV of the proposed senior team member (must show oversight experience in layout/publication/exhibition production).

Additional requirements:

• Minimum functionality score: 80/100.
• Bidders listed in the Register for Tender Defaulters or Restricted Suppliers are automatically disqualified.
• Bidder’s disclosure form (SBD6.1) must be completed, confirming no conflicts of interest or collusive bidding.
