Evaluation stages: 1) Completeness and compliance check. 2) Adjudication based on: Ability to perform (30 points: experience, track record, client references), Proof of ownership/lease of equipment (40 points: owned equipment = 40, owned + leased = 30, leased only = 20), Locality (30 points: within local municipality = 30, district municipality = 20, province = 10). Minimum threshold: 70/100 points to qualify. Additional criteria: Type, number, and capacity of machinery/implements. Disqualification: Failure to meet mandatory criteria, incomplete applications, or non-compliance with EOI requirements. Note: Department is not bound to accept any EOI.

Scope: Update and maintain a mechanisation contractors database for three years (annual updates). Required services: Mechanisation operations (Ploughing, Discing [Heavy/Light], Planting [conventional plate planter], Pre-spraying, Post-spraying/fertiliser spreading, Ripping [min 400mm deep], Topdressing). Equipment: Must list tractors (name, engine capacity) and implements (e.g., planters, boom sprayers). Verification: Departmental officials will conduct impromptu on-site verification of listed equipment at the provided address. Capacity and condition of machinery will determine supplier classification. Registration: Service providers must register per ward/local/town and can only operate in registered localities. Database usage: Centralized for head office and regional offices. Work allocation: Based on machinery capacity, past experience, and proximity to service area. Special condition: Beneficiaries of the cropping programme with mechanisation equipment are ineligible.

Mandatory: Registration on Central Supplier Database (CSD) for Agricultural Services commodity (online at www.treasury.gov.za). Compliant tax status per CSD. Complete company profile: company details, experience (with recommendation letters), proof of address, list of mechanisation equipment, lease agreements (if applicable), proof of farm/equipment ownership. Required annexures: Supplier Information Requirements (fully completed and signed), statement of work, certificate of tendering entity details, declaration of legal standing, completed supplier registration documents, declaration of interests, declaration of past SCM practices, certificate of independent bid.
