Deliver to the Tender Box at Khâi-Ma Local Municipality, 21 Nuwe Street, POFADDER 8890 by 11:00 on 15 June 2026. Late submissions will not be accepted. A mandatory soft copy on read-only/write-protected media must accompany the hard copy. No submissions via fax, email, or telegram will be considered. Tenders will be opened in public on the same day at 11:00 in the old council chamber of Khâi-Ma Local Municipality. Ensure all returnable documents (e.g., proposed key personnel, tax clearance certificate, declaration of interest, functionality scorecard) are completed in black ink and included. Tender offers must remain valid for 90 days after closing. Attempts to influence the tender process after submission will result in disqualification. Use official forms only; do not re-type. Joint ventures must submit notarized agreements if requested. Alternative tender offers are permitted but must include a 5% fee for design verification and comply with employer standards.

Evaluation follows an 80/10/10 preference points system: 80 points for price, 10 for locality-based goals, and 10 for HDI goals. Functionality is a pass/fail threshold: bidders must score a minimum of 70% on functionality criteria to proceed. Functionality criteria and points: Key personnel (A1: 3-Phase Installation Electrician - 20 points; A2: Electrical Construction Manager/Supervisor - 20 points; A3: PV Solar Installation Specialist - 20 points; A4: Site SHEQ Officer - 5 points), Company Experience (B1: Overhead Electrification - 10 points; B2: PV Solar Off-Grid Installations - 20 points), Bank rating (minimum C - 5 points). Financial evaluation uses Formula 2 (option 1) for scoring. Joint ventures are eligible if all members are CIDB-registered and the lead partner meets the 4EP or higher grading. Only responsive tenders with valid documentation will be considered.

Scope: Completion of outstanding works for the Microgrid Project in Pofadder. Key deliverables include electrical construction works such as 3-phase installation, PV solar off-grid installations, and overhead electrification. Required key personnel: 3-Phase Installation Electrician, Electrical Construction Manager/Supervisor, PV Solar Installation Specialist, Site SHEQ Officer. Pricing must be in Rand, inclusive of VAT (VAT shown separately). Rates and prices must be fixed for the contract duration. Submit a letter of intent from an approved insurer for a Performance Bond (format in Part T2.3). Bid Bond/Guarantee forms are required as per C1.3 and C1.4.
