Submit a sealed tender clearly marked with the full tender reference and description. Deposit in the Tender Box at the Cash Hall Area, Williston Municipal Building, 2 Mulder Street, Williston, during office hours (08h00–16h00). No late, faxed, or emailed tenders accepted. Courier use is at the bidder’s own risk. Proof of payment for tender documents (R733.70) must accompany submission. Supporting documentation must be properly bound or filed. Non-adherence to submission rules (e.g., incorrect tender box, after-hours delivery, or delivery to another venue) will disqualify the bid. Only one offer per tender document is accepted. Persons in the service of the state are ineligible.

Functionality evaluation applies: Bidders must score a minimum of 70/100 points to qualify for further evaluation on Price and Specific Goals. Price accounts for 80 points, and Preferential Points (Specific Goals) account for 20 points. Preferential points are allocated as follows: Youth (10 points) – Certified copies of company registration and ID documents of Directors/Members/Proprietors must prove at least one individual is under 35. Locality (10 points) – Submit a Municipal Billing Statement (not in arrears for >90 days) or, if renting, a lease agreement with the owner’s up-to-date municipal account. If not based in Karoo Hoogland Municipality, submit a Municipal Billing Statement from the business’s local municipality. Mandatory disqualification criteria: Prior fraud/corruption convictions or public sector contract breaches in the past 5 years; municipal rates/taxes in arrears for >3 months; state employees; multiple bids per tender document; failure to meet eligibility criteria.

Prepare Annual Financial Statements and Mid-Term Financial Statements for a 3-year period (2026/27–2028/29). Compile and maintain a GRAP-compliant Asset Register using compliant accounting software. Transfer skills to municipal staff on the preparation of Annual Financial Statements and the management/maintenance of the Asset Register. Bids are based on the National Treasury General Conditions of Contract.

Pricing is evaluated on an 80-point system (80/20 preference point system). Proof of payment for tender documents (R733.70) must accompany submission. If not responsible for municipal rates, submit a Sworn Affidavit or Lease Agreement. Exclusion applies if: guilty of fraud/corruption or non-compliance with public sector contracts in the past 5 years; municipal rates/taxes in arrears for >3 months.
