Evaluation is conducted in 4 phases: Phase One: Responsiveness to eligibility criteria, bid and mandatory requirements. Non-compliance results in disqualification. Required documents include: Tender Document (original format), MBD4 (Declaration of Interest), MBD5 (for procurements >R10M), MBD8 (past SCM practices), MBD9 (Certificate of Independent Bid Determination), Compulsory Enterprise Questionnaire, CIDB registration (5CE or higher), CSD registration, tax compliance (TCS PIN or CSD number), professional body registration, proof of municipal rates payment, audited financial statements (past 3 years), and 10% surety guarantee. Phase Two: Functionality evaluation. Minimum 70 points required to proceed. Criteria include skill, capacity, and detailed CVs of key personnel. CIDB grading requirement: 5CE or higher for the class of construction works. Key personnel required: 1) Project Leader: Registered Professional Engineer/Technologist with ECSA registration, 5+ years post-graduate experience in consulting services and project management of infrastructure, and recent (within 3 years) role as Client’s Agent under GCC 2015. 2) Project Engineer: Qualified Engineer/Technologist with 5+ years post-graduate experience in infrastructure projects. 3) Contract Manager: Qualified Engineer/Technologist/Technician with 3+ years post-graduate experience in contract supervision in infrastructure projects. All key personnel must be full-time, permanent employees. Support team and design software details must be provided. Professional indemnity insurance (minimum R20,000,000) is mandatory. Compliance required with GCC 2015, Occupational Health and Safety Act No. 85, and Construction Regulations 2014. Joint ventures must meet combined CIDB grading requirements, with the lead partner not lower than one level below the required grading.

Non-refundable bid document fee: R1000.00, payable to Moretele Local Municipality (ABSA, Account Name: Moretele Local Municipality, Cheque Account No: 405 331 7014, Branch Code: 632005). Proof of payment or debit card required; no cash accepted. Reference on payment: Company Name and BID Number. Pricing must be fixed, final, and binding for the contract duration (no adjustments for inflation or foreign exchange). Submit a letter of intent from a registered financial institution for a 10% surety guarantee. Audited financial statements for the past 3 years (or since establishment if less than 3 years) required. VAT registration number must be provided if VAT-inclusive pricing is used. Payment terms, bonds, guarantees, and insurance as per GCC 2015 and contract data. Cost of tender documents is limited to actual printing costs incurred by the Employer.
