Submit one original tender offer in a sealed envelope by 12:00 on 03 July 2026. Delivery address: Moretele Local Municipality, Municipal Hall, 4065 B, Mathibestad, Makapanstad 0404. Label the envelope clearly with: 'BID NUMBER: MLM/IDS/IR&SW/MTH/2026-27 - IMPLEMENTATION OF INTERNAL ROADS AND STORMWATER IN MATHIBESTAD'. Include all returnable documents (T2.1 and T2.2) completed in full, signed in non-erasable ink, and legible. No late, faxed, emailed, or electronic submissions accepted. No alternative offers allowed. Joint ventures must submit a signed JV agreement and Certificate of Authority. Ensure all copies are clear and certified where required. Non-responsive submissions (incomplete, unsigned, or missing mandatory documents) will be disqualified. Tender validity period: 90 days from closing date. Evaluation occurs in 4 phases: (1) Responsiveness: Mandatory requirements include CIDB registration (5CE or higher for roads/stormwater or joint venture meeting combined grading), legal entity status, no restrictions (corrupt/fraudulent practices, insolvency), compliance with municipal rates/taxes (no arrears > 90 days), attendance at compulsory briefing (10 June 2026), submission of one original tender (no electronic/fax), and not listed on Tender Defaulters Register. (2) Functionality: Minimum 70 points required to proceed. Criteria: Similar tender experience (Roads & Stormwater ≥ R5M): 30 points; Related tender experience (civil ≥ R5M): 10 points; Financial capacity (bank rating, annual statements): 10 points; Key personnel qualifications/experience (Contract Manager, Site Agent, Foreman, OHS Officer): 30 points; Plant/equipment availability (owned/leased): 20 points. (3) Price and Preference: 80/20 system (80 points price, 20 points specified goals: Black ownership 5, Women’s equity 5, Black person with disability 2.5, Youth-owned firm 5, Locality in North West 2.5). (4) Objective Criteria/Risk: Tenders may be disqualified for poor past performance, unresolved litigation, unduly high/low rates, or financial risk. Scope: Implementation of internal roads and stormwater infrastructure in Mathibestad. Contractor must comply with: CIDB Standard for Uniformity in Construction Procurement, General Conditions of Contract for Construction Works (GCC 2015), COTO Standard Specifications for Road and Bridge Works (1998), Occupational Health and Safety Act No. 85 and Construction Regulations 2014. Deliverables include adherence to project specifications (C3.1 Standard Specifications, C3.2 Project Specifications, C3.3 Particular Specifications) and site information (C4.1 Locality Plan, C4.2 Contract Signboard Details). Contractor must provide a Preliminary Construction Programme and Monthly Cashflow (Form C72). Drawings and GCC 2015/COTO documents must be obtained separately by the tenderer.

Fixed-price contract with no adjustments for inflation or foreign exchange fluctuations. Submit pricing via Schedule of Quantities (C2.2) as per Pricing Instructions (C2.1). Required securities: Form of Guarantee (Bid Bond), Retention Money Guarantee, and Agreement in terms of Section 37(2) of the Occupational Health and Safety Act. Letter of intent from a registered financial institution for 10% surety. All rates must remain fixed for the contract duration. Non-pricing of trades in Bills of Quantities may lead to disqualification. Financial risk analysis will assess unduly high or low rates against market averages and Moretele Local Municipality estimates. Cost of tender documents is limited to actual printing costs incurred by the Employer.

Mandatory: CIDB registration at 5CE or higher for roads and stormwater works (active throughout bidding and award). CSD registration required prior to award. Tax compliance verified via CSD. Submit: Valid CIDB Registration Certificate, CSD Summary Report (not older than one month), Proof of Registration (CIPC) and certified ID copies of owners/directors/shareholders, Letter of Good Standing with COIDA, Municipal account proof (not in arrears >90 days) or valid lease agreement with affidavit if applicable, Audited financial statements (past 3 years or since establishment), MBD 4 (Declaration of Interest), MBD 5 (Declaration for Procurement Above R10M), MBD 8 (Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination), Compulsory Enterprise Questionnaire, and B-BBEE Verification Certificate or sworn affidavit (for EMEs/QSEs). Joint ventures must comply with CIDB regulations, submit JV agreement, and combined grading must meet 5CE or higher.
