Submit sealed bids marked "BID NO. MLM/LED/ILLEGAL DUMPING/2026-2029" to the bid box at Finance Section, Moretele Local Municipality, 4065B Mathibestad, on or before 07 July 2026 at 12h00. Late bids will not be accepted. Bids must be properly bound or secured and submitted as complete documents. Failure to initial each page will not in itself render a bid non-responsive, provided the bid is duly signed where required and no material alterations are left unauthenticated. Any alterations or corrections to prices or key bid information must be initialled by the authorised signatory. Evaluation is conducted in stages: Stage 1 (Responsiveness): Administrative compliance, mandatory returnable documents, and eligibility. Bids missing mandatory documents or containing material deviations will be disqualified. Stage 2 (Functionality): Minimum qualifying score of 60/100. Criteria: Methodology and implementation plan (25 points), Relevant company experience (15 points), Key personnel and supervision (15 points), Plant/vehicles/equipment and resources (30 points), Health/safety/waste compliance (15 points). Stage 3 (Price and Specific Goals): Lowest acceptable price scores maximum points; others receive proportionately fewer. Preference points (20 total) awarded for: HDI/black ownership (5 points), 51% women’s equity (5 points), black person with disability (2.5 points), 51% youth-owned firm (5 points), locality in North West Province (2.5 points). Only responsive bids with functionality scores ≥60 proceed to price evaluation. Points are awarded strictly based on submitted evidence and Municipality’s approved preferential procurement policy.

Scope: Cleaning of illegal dump hotspots across all 26 wards of Moretele Local Municipality, with a minimum of 6 wards per service provider. Includes cleaning surroundings where skip bins are located. Requirements: Provide and maintain vehicles (tipper truck and TLB), drivers, diesel for daily operations, a Project Manager, and an operational plan covering cleaning, litter picking, and timeframes. Supply Personal Protective Equipment (PPE) for waste pickers. Contract duration: 36 months. Waste must be transported and disposed of only at lawfully authorised or licensed facilities. Compliance required with National Environmental Management Act (1998), National Environmental Management: Waste Act (2008), Occupational Health and Safety Act (1993), and municipal by-laws. Submit a waste management/compliance plan addressing OHS, PPE, environmental protection, and incident management. Municipality may verify disposal via submission of disposal slips.

Bidders must submit a project implementation plan and methodology covering: Hotspot identification approach, mobilisation, cleaning sequence, waste handling, transport to lawful disposal facilities, and turnaround times. Include reporting, supervision arrangements, and service continuity. Scoring: No or materially inadequate plan = 0 points; Basic plan addressing some requirements = 10 points; Good plan addressing most requirements with realistic sequencing and controls = 20 points; Comprehensive and practical plan addressing all requirements with clear monitoring and contingency measures = 25 points. Additionally, provide: Proof of completed similar work in municipal or comparable waste cleaning, illegal dumping removal, or related environmental services (15 points max). CVs and supporting documentation for key personnel, including project manager, supervisor, and drivers (15 points max). Proof of ownership, lease, or binding access to required vehicles, plant, and equipment (30 points max). A waste management/compliance plan addressing OHS, PPE, environmental protection, and incident management (15 points max).

Bidders must provide proof of relevant experience and qualifications, including: A Schedule of Relevant Expertise detailing the proposed service provider team/individuals (including sub-consultants, if applicable), with names, roles, and professional registrations. A schedule of recent and previous work of a similar nature, with proof from at least three references. CVs and supporting documents for the proposed project manager, supervisor, drivers, and other key staff. Scoring for experience: No relevant proof = 0 points; One similar completed project = 5 points; Two similar completed projects = 10 points; Three or more similar completed projects = 15 points. Scoring for key personnel: No relevant personnel information = 0 points; Minimum staffing with limited supporting proof = 5 points; Project manager/supervisor and operational staff with adequate proof = 10 points; Experienced project manager/supervisor and full operational team with clear roles and adequate proof = 15 points.

The Contractor must maintain complete and accurate records relating to service delivery, staff, equipment, disposal slips, incidents, invoices, and payments for the period required by law. These records must be made available for inspection, audit, or copying by the Employer, internal audit, the Auditor-General, or any other authorised oversight body. The Contractor must ensure all services comply with the contract specifications, municipal by-laws, and applicable legislation, including environmental and waste management standards.

The pricing schedule must clearly state the total tendered price, inclusive of VAT. The total amount must cover all costs the bidder will bear in line with the scope of work and applicable regulations. Prices are subject only to the pricing basis, contract conditions, and any approved price adjustment mechanism expressly provided for in the bid data, contract, or applicable law. No additional payment will be due for costs reasonably deemed included in the priced services unless the Employer issues a lawful written instruction for additional work. Payment will be made only for services duly instructed, properly performed, verified, and invoiced in accordance with the pricing schedule and the Employer’s financial procedures.

Pricing schedule must clearly state the total tendered price, inclusive of VAT, covering all costs for the scope of work. Each invoice must include supporting documents: service records, completion confirmations, waste disposal slips, attendance registers, and incident reports. Payment is made within the period prescribed by law, subject to verification and lawful withholding. No additional payment for costs deemed included in priced services unless a written instruction for additional work is issued.

Mandatory returnable documents: Completed and signed Form of Offer and Acceptance, Authority of signatory/proof of authority, Central Supplier Database (CSD) Registration Summary Report, Company registration documents and certified IDs of directors/members, Municipal account information/lease agreement/landlord confirmation, Letter of Good Standing with Compensation Fund/COIDA, Mandatory municipal bidding documents (MBD 4, MBD 8), Methodology, project implementation plan, waste management/compliance plan, CVs and supporting documents for key personnel, Proof of ownership/lease/access to required vehicles (tipper truck, TLB) and equipment, Proof of relevant experience and references. Bidders must not be in the service of the state (unless permitted by law) and must disclose any relationship with state employees involved in evaluation/adjudication (MBD 4). Compliance required with Preferential Procurement Policy Framework Act, Municipal Finance Management Act, Municipal Supply Chain Management Regulations, and Municipality’s approved SCM policy. B-BBEE compliance required where applicable for preference claims or specific goals.

Preference points (20 total) are allocated for specific goals: HDI/black ownership (5 points), 51% women’s equity (5 points), black person with disability (2.5 points), 51% youth-owned firm (5 points), locality in North West Province (2.5 points). Tenderers may claim only those points for which the required supporting evidence is submitted. Claims remain subject to verification, and points may not be awarded for goals or evidence not expressly provided for in the bid data.

The Contractor must comply with all occupational health and safety (OHS) legislation, including the Occupational Health and Safety Act, 1993. Requirements: Provide and maintain Personal Protective Equipment (PPE) for all waste pickers and operational staff. Ensure all equipment (e.g., tipper truck, TLB) is roadworthy, fit for purpose, and lawfully operated. Deploy only competent and properly supervised personnel. Implement safe handling, transportation, and disposal of waste to prevent pollution, spillage, or unauthorised disposal. Maintain a waste management/compliance plan addressing OHS, PPE, environmental protection, and incident management. The Municipality may inspect work sites, vehicles, equipment, and safety measures at any reasonable time. Non-compliant services must be re-performed, rectified, or completed at the Contractor’s own cost.

The Contractor must operate in accordance with municipal by-laws and policies regarding waste minimisation, storage, collection, transportation, and final disposal at licensed facilities. Compliance is required with the National Environmental Management Act (1998) and the National Environmental Management: Waste Act (2008). All waste must be transported and disposed of only at lawfully authorised or licensed facilities. The Contractor must prevent illegal dumping, pollution, spillage, or unauthorised disposal arising from its operations. A waste management/compliance plan must be submitted, covering environmental protection, lawful waste handling, and incident management. The Municipality may verify disposal through submission of disposal slips or equivalent proof.

Contract duration: 36 months from the commencement date stated in the written award, subject to lawful earlier termination, cancellation, or variation. The Municipality may appoint multiple service providers, with work allocated by ward, zone, hotspot, call-off instruction, roster, or other lawful methods. No service provider is guaranteed a minimum quantity, value, or exclusive area of work unless expressly stated in the written award. The Contractor may perform work only when instructed by the Municipality’s authorised representative and must comply with service location, response time, reporting, and completion requirements. All waste must be transported and disposed of only at lawfully authorised or licensed facilities, with disposal slips submitted as proof. The Municipality may monitor performance continuously and reallocate, reduce, or suspend work for non-compliance. Extensions, renewals, or material amendments require approval under section 116 of the MFMA. Contract terms include obligations for diligent, lawful, and safe performance, compliance with all applicable laws, maintenance of insurance, and liability for loss or damage. Termination may occur for material breach, failure to remedy, abandonment, poor performance, fraud, or insolvency.

The Municipality may monitor performance continuously and may reallocate work, reduce or suspend instructions to a service provider that fails to meet service levels, subject to the contract and applicable law. Any extension, renewal, or material amendment of this contract is subject to section 116 of the MFMA and shall not be valid unless lawfully approved and recorded in writing.
