Evaluation occurs in 4 phases: (1) Responsiveness: Mandatory checks include CIDB registration (5CE or higher for roads/stormwater), active CIDB status throughout the process, legal entity status, no restrictions (e.g., insolvency, corruption listings), compliance with municipal rates/taxes (≤90 days arrears), attendance at compulsory briefing (10 June 2026), and submission of all returnable documents (T2.1–T2.2). Non-compliance leads to automatic disqualification. (2) Functionality: Minimum 70/100 points required. Criteria include: verifiable experience in ≥1 similar project (roads/stormwater), key personnel qualifications/experience (e.g., Contract Manager: BScEng + 5–10 years), financial capacity (bank rating, audited statements), and plant/equipment ownership (full points) or lease (50% points). Poorly completed schedules or incomplete information will lose points. (3) Price and Preference: 80/20 system applies (80 points for price, 20 for specified goals). Preference points for HDI ownership, 51% women’s equity, black persons with disability, 51% youth-owned firms, and locality (North West Province contractors). BBBEE status verified via CSD or certified certificate. (4) Objective Criteria and Risk Analysis: Tenders may be disqualified for unduly high/low rates, poor financial health, past contract failures, OHS non-compliance, or litigation with the Employer. Standards: CIDB Standard for Uniformity in Construction Procurement (August 2019), General Conditions of Contract for Construction Works (GCC 2015), Occupational Health and Safety Act No. 85 and Construction Regulations 2014. Drawings and site information provided in Parts C7 (Site Information) and C8 (Drawings). Contractor must comply with all OHS specifications (Part C6). Fixed-price contract with no adjustments for inflation or foreign exchange fluctuations. All trades in Bills of Quantities must be priced; failure to do so may increase commercial risk.
