Appointment of a service provider for oracle database licenses, maintenance and support (3-Year contract)

Bids must be clearly marked with the tender number (RAF/2026/00017) and description. Submit an original bid document and one copy in a sealed envelope. Bids must remain valid for 90 days from the closing date. Late bids will be disqualified. All Standard Bidding Documents (SBD 1, SBD 3.2, SBD 4, SBD 5, SBD 6.1) must be completed, signed, and submitted with the proposal. Failure to submit any required SBD form or supporting document may result in disqualification.

Evaluation occurs in four phases: (1) Initial Screening: Checks if bids comply with the RFB document format. (2) Mandatory Evaluation: Disqualifies bids failing any mandatory requirement. Mandatory requirements include: Certified/Accredited Oracle Partner (submit Manufacturer’s Authorization Form (MAF) or proprietary ownership letter if OEM), technical competency (5+ years’ experience in Oracle lifecycle management, cloud-native databases, Oracle DB 19c+, high-availability solutions, capacity/performance management, and security), SARS tax compliance (TCS PIN or CSD registration), CSD registration, no conflicts of interest (SBD 4 declaration), and bid validity for 90 days post-closing. (3) Technical/Functional Evaluation: Minimum threshold of 70/100 points. Criteria: Company Experience (50 points: 0 for <3 years, 35 for 3-5 years, 50 for >5 years), Client References (50 points: 0 for <2 valid references, 35 for 2, 50 for 3+). (4) Price and Specific Goals: 80/20 preference point system. Price (80 points) and Specific Goals (20 points). Specific Goals: Historically disadvantaged South African ownership (51%+, 10 points), Women ownership (51%+, 8 points), Persons with disabilities (51%+, 2 points). Disqualifiers: Late submissions, non-compliance with SBD forms, failure to meet 70/100 technical points, missing tax/CSD compliance or Oracle accreditation, state employment, or tender defaulter status.

Scope: 36-month contract for Oracle Database licenses, maintenance, and support. New licenses required: Oracle Active Data Guard (8 Processor Perpetual), DB Enterprise Edition (22 Processor Perpetual), Advanced Security (22 Processor Perpetual), Advanced Compression (22 Processor Perpetual). Licenses due for renewal: DB Enterprise Edition (Named User: 1075, Processor Perpetual: 36), Partitioning (Named User Plus Perpetual: 200, Processor Perpetual: 8), Advanced Security (48 Processor Perpetual), Database Vault (48 Processor Perpetual), Diagnostics Pack (2 Processor Perpetual), Tuning Pack (2 Processor Perpetual). Services: Renew maintenance/support for existing licenses, provide L2-L4 technical support across RAF environments (Sandbox, Development, QA, Production, DR), support custom scripts/stored procedures, monthly patch/upgrade reports, apply Oracle best practices, optimize security controls, assist with migrations (schema transformation, validation), cost/license optimization, maintain Oracle product roadmap (e.g., DBaaS migrations), act as SPOC for Oracle incidents. Additional services: Cloud readiness assessments, hybrid architecture design, migration execution (Data Pump, RMAN, GoldenGate, cloud-native tooling), modernization (Exadata Cloud Service, Autonomous Database), security (encryption at rest/transit, network segmentation, MFA, CIS hardening), compliance (POPIA, RAF policies), auditing, vulnerability remediation. Deliverables: Mobilisation & Transition Plan, Validated Asset & License Inventory, Runbooks/SOPs/Automation Playbooks, Monthly Operations Reports, Quarterly Architecture & Modernisation Reviews. Service Response Times: Severity 1 (Critical: non-availability of critical DB, no workaround): 2 hours. Severity 2 (High: service degradation, material threat to availability/performance/security): 6 hours. Severity 3 (Medium: non-critical function unavailable, workaround in place): 8 hours. Severity 4 (Low: minor issues, workaround available): 24 hours. SLAs: 24x7 support, service desk triage, quarterly performance reviews, patch/security management, CSI plan, compliance assessments, monthly SLA reports, Service Review meetings.

Pricing must be firm (no exchange rate variations). Submit a detailed cost breakdown for each deliverable on a separate page with no terms/conditions. Prices for Year 2 and Year 3 must include annual escalations. All prices must be VAT-inclusive and quoted in ZAR. Total bid price must be explicitly stated and match the pricing schedule. All direct and indirect costs must be included; no additional costs will be considered post-award. Pricing schedule must include: License Fees, Software Update License & Support, Technical Support Fees, and Total Price (incl. VAT) for each year and the 3-year total. For contracts exceeding R10 million, successful bidders must submit contract details to the Department of Trade and Industry (dti) for National Industrial Participation (NIP) reporting within 5 working days of award and may need to provide a performance guarantee.

Mandatory: (1) Manufacturer’s Authorization Form (MAF) from Oracle confirming accreditation for licenses, maintenance, and support (or proprietary ownership letter if OEM is the bidder). (2) Technical Subject Matter Experts with minimum 5 years’ experience in: End-to-end Oracle license lifecycle management, cloud-native database solutions, Oracle DB 19c+ support, high-availability/clustering solutions, capacity/performance management, and secure DB environment maintenance. (3) Registration on the Central Supplier Database (CSD) of National Treasury (https://secure.csd.gov.za/). (4) Tax Compliance: Submit Tax Compliance Status (TCS) PIN for SARS verification. For consortia/JVs/sub-contractors, each party must submit a separate TCS PIN or CSD number. Non-compliant bidders may be given 7 working days to rectify tax status. (5) Completed and signed SBD Forms: SBD 1, SBD 3.2 (Pricing Schedule), SBD 4 (Declaration of Interest), SBD 5 (NIP Programme), SBD 6.1 (Preference Points Claim). (6) B-BBEE: Proof of ownership for preference points (e.g., CSD report, ID copies, medical certificates for disability). (7) CIDB registration (if applicable). (8) Companies/Directors listed on the National Treasury Register of Restricted Suppliers or Tender Defaulters are disqualified. (9) Business Continuity Management Plan must be available for RAF inspection during contract execution. (10) Joint ventures/consortia must submit a copy of the joint venture agreement.
