B-BBEE points: Level 1 (18 points), Level 2 (14), Level 3 (12), Level 4 (10), Level 5 (8), Level 6 (6), Level 7 (4), Level 8 (2), Non-compliant (0). Additional 2 points for >50% Black ownership (designated groups: youth, women, disabilities, rural areas, military veterans, EME/QSE). Mandatory criteria: Valid CSD registration, tax compliance, B-BBEE certificate/affidavit, completed SBD forms, signed quotation on letterhead, VAT-inclusive pricing, no association with restricted suppliers or tender defaulters, and ability to deliver within the stipulated timeframe. Exclusions: State employees or entities with state-employed directors, bidders under corruption investigation, or those listed on restricted suppliers database.

Scope: Supply, install, and configure an advanced visual display system for the SIU Cybersecurity Operations Centre (SOC) at 74 Watermeyer Street, Rentmeester Building, Meyers Park. Deliverables: 6x 86” wall displays (8K Commercial-Grade LEDs, 24/7/365 operation, dense data visualization capability), 8x desk monitors (31.5”–32.5” 8K with ergonomic mounts for multi-pane analysis and 12-hour shift use), 1x controller/matrix system (enables analysts to push views to the Threat Wall for collaboration), and cabling/mounting installation. Installation requirements: Must be performed by a certified installer ensuring safety, cabling management, and optimal viewing angles per OHSA/SA ergonomics standards. System must support continuous operation and collaboration among SOC analysts.

Quotations must include a detailed cost breakdown per specification, with prices inclusive of VAT and quoted in South African Rand. Rates must be held firm for the bid period. No pre-payments will be made; payments will be processed within 30 days of receipt of invoice. Successful bidders must deliver goods/services in full by the stipulated date. No amendments to quotations are allowed after the closing date. SIU reserves the right to use its own calculated total for evaluation. Quotations must be valid for 90 days from the closing date.

Mandatory compliance: CSD registration, tax compliance (SARS PIN or CSD summary report), and B-BBEE status certificate (or sworn affidavit for EME/QSE with SANAS logo or SAPS stamp). Bidders must not be listed on the Register of Tender Defaulters or the List of Restricted Suppliers. Bidders must declare no conflicts of interest, no convictions for fraud/corruption in the last 5 years, and no collusion with competitors.
