Phase 2: Bid Conditions (2 working days to submit if missing, except tax compliance: 7 working days): Conformance to Specification (Annexure BC), Public Liability Insurance (R200,000 minimum), CSD Registration, COIDA Letter of Good Standing, SBD1/SBD4 forms, Tax Compliance (TCS PIN or CSD MAAA), No Restricted Supplier status. Phase 3: Commercial Evaluation (80/20 Preferential Points System): Price (80 points, benchmarked against lowest quote), Specific Goals (20 points): ≥51% Black-owned (10 pts), ≥51% Youth-owned (5 pts), ≥51% Women-owned (3 pts), ≥1% Disabled-owned (2 pts). Joint ventures must submit consolidated B-BBEE certificates for points. Non-submission of Specific Goals documents scores zero but does not disqualify.

Scope: Re-route water supply pipe from municipal meter to building’s main supply point at George Post Office (95 York Street, George, Western Cape). Work includes: Turn off main water valve at municipal meter, re-trench, lay new pipe (Class 10 PVC or HDPE), install tracer wire, connect to building’s shut-off valve, and notify municipality for compliance certificate (CoC). Trench depth: ≥450mm-600mm (per local regulations). Compliance: Occupational Health and Safety Act 1993, SANS 10252 (water supply/drainage), local municipal bylaws. Registered plumber required for connections. On-site assessment mandatory for quotations.

Pricing must include all labour, insurance, equipment, materials, and consumables. Quotes must be in ZAR, inclusive of 15% VAT. Pricing Schedule must be fully completed; incomplete pricing deems bid non-responsive. Payment terms: Contract Price (VAT-inclusive) payable within 30 days of statement date.
