Evaluation uses a staged approach: Stage 1 Mandatory Requirements, Stage 2 Functionality, Stage 3 Price and Preference, Stage 4 Post-tender negotiations (where applicable). Stage 1: Mandatory requirements include valid accreditation with the City of Cape Town's Integrated Waste Management Bylaw to transport and dispose of waste; demonstration of ownership, lease, or legally binding access to sufficient plant, equipment, vehicles, spill response resources and qualified personnel; and fully completed SBD 3.3 pricing schedule. Stage 2: Functionality is scored out of 100. Minimum threshold of 60 points overall must be achieved to proceed to Price and Preference (80/20 split). Functionality criteria: Company previous experience in hazmat response and remediation (weighting 50): 0-5 projects = 15 points, >5-10 projects = 30 points, ≥11 projects = 50 points. Duration of company existence (weighting 50): 0-3 years = 15 points, >3-5 years = 30 points, ≥6 years = 50 points. Stage 3: Price and Preference under the 80/20 system (80 points price, 20 points specific goals). Price points calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Preference points for specific goals as per SBD 6.1 table. Bidders failing to achieve minimum score per criteria will be disqualified.

Scope: Appointment of a hazmat service provider to supply hazmat materials and response, remediation support, and disposal of hazmat product services to the Cape Town International Airport Fire Department for 60 months. Services include: Emergency response to hazardous substance spills (fuel spills, hydraulic oils) at CTIA; containment and neutralisation of spills; remediation of affected land and water in accordance with NEMA, NWA and applicable SANS standards; emergency reporting; removal, transport and safe disposal of hazardous and non-hazardous waste; participation in CTIA Emergency Response Plan (ERP) exercises and planning meetings. Maintain current aerodrome site information (stormwater layout, sensitive receptors, water supply points, access routes, emergency contacts). Issue a formal close-out report after each remediation incident, including incident description, date/time, material type and quantity, actions taken, resources used, disposal destination, photographic evidence, safe disposal certificates, and residual risk assessment. Supply of materials on request: absorbent boom socks, absorbent spill materials (SpillSorb or equivalent), degreasers, shovels, brooms, bins, bags, PPE. Cleaning and servicing of oil traps and interceptors: clean oil interceptor at CTIA Fire Simulator at least once every three months; test water against NWA and SANS parameters before disposal; recycle oil where feasible; provide chain-of-custody documentation, waste manifests and safe disposal certificates. Disposal of waste: collect, remove, transport and dispose of used absorbents and training residue at a suitably licensed facility. General site and access: all personnel accessing airside must comply with National Key Point (NKP) requirements; valid SAPS criminal clearance mandatory before airside access permit; notify ACSA no later than five working days before expiry of any staff clearance. Ad-hoc services: provisional sum for unforeseen incidents including shovels, brooms, booms, absorbent material, specialised hazmat equipment, bins, bags, PPE, potable water supply, portable toilets. Staff must wear prescribed high visibility vests and hearing protection on airside at all times.

The service provider must respond to emergency incidents on or relating to Cape Town International Airport, contain hazardous material spills, remediate affected land and water in accordance with NEMA, NWA and SANS standards, assist with emergency reporting, and remove, transport and safely dispose of hazardous and non-hazardous waste. Maintain current aerodrome site information including stormwater layout, sensitive receptor sites, water supply points, access routes, and emergency contact lists. Functionality evaluation requires proof of company previous experience in hazmat response and remediation, including work history and list of past contracts, indicating type of work, projects undertaken, when work was undertaken, and value of each project. Scoring: 0-5 projects = 15 points, >5-10 projects = 30 points, ≥11 projects = 50 points. Also proof of duration of company existence: 0-3 years = 15 points, >3-5 years = 30 points, ≥6 years = 50 points. Minimum overall functionality threshold of 60 points out of 100 required to proceed to Price and Preference evaluation.

Water from the oil interceptor at the Fire Simulator must be tested against parameters prescribed under the National Water Act and applicable SANS standards, with results submitted to the ARFF Manager. Safe disposal certificates and waste manifest documents required for all waste streams. Chain-of-custody documentation required for all waste. Close-out reports after each remediation incident must include incident description, date/time, material type and quantity, actions taken, resources used, disposal destination, photographic evidence, safe disposal certificates, and residual risk assessment.

Pricing must be submitted on the prescribed SBD 3.3 pricing schedule. All items must be priced; failure to price any item may result in disqualification. Prices quoted exclusive of VAT unless otherwise stated. The tendered prices remain firm for the duration of the contract. Pricing schedule items: 1) 25kg bag of spill absorbent material (10 bags/month); 2) 5m spill boom sock (5 socks/month); 3) Degreaser for oil residue, 25L containers (5x25L/month); 4) Neutraliser Liquid or similar for sewage spills, 25L containers (5x25L/month); 5) Collection and disposal of used clean-up materials (10 bags spill sorb, 5 absorbent socks/month); 6) Hazmat spill clean-up – 24/7 call-out, 365 days/year, average 5 call-outs/month; 7) Participation in emergency readiness exercises and planning (1x/year, 2-hour exercise + 2-hour planning meeting); 8) Environmental remediation post hazmat outfall – 24-hour remediation, waste removal & transport, emergency reporting to NEMA/NWA, close-out report, safe disposal certificates, average 6 call-outs/year; 9) Shovels, brooms, bins, bags, PPE – ad hoc rate per item; 10) Cleaning of oil traps – every 3 months; 11) Cleaning of oil interceptor at Fire Simulator – every 3 months, includes water quality testing; 12) Airside permit access fees – allow 4 visits/year, 2 persons, R300.00 per visit, R10,000 fixed rate; 13) Ad-hoc Provisional Sum for unforeseen incidents – annually R50,000, total R100,000. All personnel working airside must comply with National Key Point (NKP) requirements. Valid SAPS criminal clearance mandatory before airside access permit is issued. Staff must wear prescribed high visibility vests and hearing protection on airside at all times, in addition to normal PPE. PPE required for hazmat handling and response. The service provider is responsible for initiating and maintaining clearances for all deployed staff and must notify ACSA no later than five working days before expiry of any staff clearance.

Remediation must comply with the National Environmental Management Act (NEMA), the National Water Act (NWA), and applicable SANS standards. Safe disposal certificates and waste manifest documents required for all waste disposed of, in compliance with the National Environmental Management: Waste Act and the City of Cape Town's Integrated Waste Management Bylaw. Water from the oil interceptor must be tested against parameters prescribed under the National Water Act and applicable SANS standards. Oil shall be recycled where feasible. Emergency reporting to NEMA/NWA required for hazmat outfall incidents.

Validity period: 120 business/working days. Prices must remain firm during this period; changes only in exceptional circumstances. Confidentiality: ACSA will not disclose bidder information to third parties without written approval; bidders may not disclose bid information to third parties without ACSA approval; third parties consulted must sign confidentiality agreements to be returned with the bid. ACSA reserves the right to award whole or part, split the award, negotiate with shortlisted bidders, award to a bidder other than the highest scorer where objective criteria allow, reject the lowest acceptable bid, or cancel the bid.
