RFQ: development of safety-critical grades framework and financial modelling for railway safety regulator

Submit all required returnable documents as specified in the Special Conditions of Contract (SCC). Scope: Develop safety-critical grades frameworks, operating models, benchmarking, and financial modelling for the Railway Safety Regulator. Deliverables must: conform to standards in bidding documents (GCC Clause 4.1); undergo inspections/tests if required (GCC Clause 8); meet packing/marking/documentation requirements (GCC Clause 9). Goods must be new, unused, and incorporate recent design/material improvements (GCC Clause 15.1-15.2).

Pricing: Must match quoted bid prices (GCC Clause 17.1). Payment: Invoices require delivery note (GCC Clause 16.2); payments within 30 days (GCC Clause 16.3); currency is ZAR unless SCC states otherwise (GCC Clause 16.4). Performance security (bank guarantee or cashier’s cheque) due within 30 days of award (GCC Clause 7.1-7.4). Late delivery penalties apply (GCC Clause 22).

Tax: Original SARS Tax Clearance Certificate required pre-award (GCC Clause 32.3). Local suppliers: responsible for all taxes/duties until delivery (GCC Clause 32.2). Foreign suppliers: responsible for taxes/duties outside South Africa (GCC Clause 32.1). NIPP may apply (GCC Clause 33). Anti-corruption: Corrupt/fraudulent practices may lead to termination and blacklisting (GCC Clause 23).

Technical evaluation (100 points minimum threshold: 70) includes: Functionality (reference letters: 0-20 points based on number and relevance), Project Lead (20 points: qualifications NQF 6-9+ and railway experience), 3 Team Members (10 points each: qualifications and experience in finance, engineering, and training), and Methodology (0-30 points: project plan, milestones, timelines). Price accounts for 80 points, and specific goals (B-BBEE, EME/QSE ownership) account for 20 points. Specific goals: 51% black-owned (10 pts), 51% black women-owned (5 pts), 51% youth-owned (3 pts), 51% disability-owned (2 pts). Proof of claim required for all specific goals.

Scope: Develop Safety Critical Grades (SCG) frameworks, operating models, benchmarking, and financial modelling for the RSR. Key deliverables: (1) Desktop benchmarking study (local/international) of licensing/training systems, (2) Comparative analysis of operators with formal frameworks, (3) Market demand/baseline assessment for SCG roles, (4) Evaluation of existing training providers (capacity, gaps), (5) SCG operating model (licensing, registration, governance), (6) Financially sustainable model (charging, cost recovery, fee structures), (7) 5-year income forecast, (8) Resourcing plan (budget, HR, facilities, systems), (9) Detailed report + presentation pack. Timeline: 10 weeks from appointment. Stakeholder engagement required.

Pricing must be provided as a rate per hour. Quotation must be VAT inclusive. Develop a charging model for SCG licensing and training institution registration, including cost recovery and fee structures. Provide a 5-year forecast income statement.

Mandatory: Registration on National Treasury CSD, Tax PIN and clearance certificate, fully completed SBD forms, valid B-BBEE certificate or sworn affidavit (with financial year period), valid CIPC registration, copy of company owner(s) ID. For specific goals: Valid Medical Certificate, SASSA registration (if applicable), NCPPDSA registration (if applicable). Failure to submit valid documents for specific goals (e.g., B-BBEE, disability) will result in 0 points for those goals.

Required returnable documents: SBD4 (Bidder’s Disclosure form). Must be fully completed, signed, and dated. Disqualification risks: Bidder or associated persons listed in the Register for Tender Defaulters or List of Restricted Suppliers. Bid will be disqualified if disclosure is false, incomplete, or if collusion/anti-competitive practices are detected. Independent bid preparation required; no prior consultation with procuring institution officials except for clarification requests.

Mandatory: Submission of SBD4 (Bidder’s Disclosure) with truthful declarations. Prohibited: Collusion, prior involvement in drafting specifications, or undisclosed conflicts of interest (e.g., state employment, relationships with procuring institution staff, or interests in competing enterprises). Non-compliance may result in bid rejection, Competition Commission referral, or public sector restrictions (up to 10 years) under the Prevention and Combating of Corrupt Activities Act.
