Service, maintenance, repairs and supply of standby generators for SABC mpumalanga (5-Year contract)

Closing date: 23 June 2026 at 12:00. Non-compulsory site inspection: 10 June 2026 at 11:00 at Corner Andrew and Madiba Drive, City Center Buildings, SABC Office/Ligwalagwala, Nelspruit, 1200. Compulsory briefing session: 19 June 2026 (time and venue as per document). Bid validity: 90 days from closing date.

Submit the following returnable documents: Proof of Central Supplier Database (CSD) registration; Valid TV License Statement for the company and all active Directors/Shareholders (SABC will verify); Valid Tax Clearance Certificate or SARS PIN; Original or certified copy of Valid B-BBEE Certificate (from a SANAS-accredited agency); Certified copy of Company Registration Document (name, registration number, date, active Directors/Members); Certified copies of Shareholders’ certificates; Certified copies of ID documents of Directors/Members. Note: No contract will be awarded if tax matters or TV license accounts are not in order, or if the bidder is not CSD-registered. Submit Annexure A (Declaration of Interest) and Annexure B (SBD 6.1 Form).

Evaluation occurs in two phases: 1) Mandatory requirements: Non-compliance results in disqualification. 2) Functionality/Technical Evaluation: Minimum threshold of 45/70 points required to proceed to price evaluation. Criteria and points: Company Experience (20 max): >3 reference letters (20), 3 letters (15), 2 letters (10), <2 letters (0). Human Resources (20 max): Electrical trade test certificate + 5 years’ experience (10), Diesel mechanic trade test certificate + 5 years’ experience (10). Warranty (20 max): >12 months (20), 12 months (10), <12 months (0). Response Time (10 max): <2hrs (10), 2hrs (8), >2hrs (5). Price Evaluation: 80/20 preference point system (80 points for price, 20 for B-BBEE). Specific Goals: 51% Black-owned (10), 51% Black-owned + 51% Black Women-owned (5), Black Youth (3), EME/QSE 51% Black-owned (2). Highest total points win. Non-responsive bidders (below 45/70) are disqualified.

Scope: Servicing, maintenance, repairs, and supply of standby diesel generators for SABC Mpumalanga over 5 years. Divided into three parts: (a) Preventative Maintenance: Scheduled servicing (annual or every 200 running hours), including oil/coolant/filter changes, drive belts, hoses, mechanical adjustments, supply of 3 batteries, electrical tests, controller setting verification, and detailed maintenance reports. Rates apply as per contract. SABC may adjust schedule/generators. (b) Reactive Maintenance: Callouts/ad-hoc repairs with response times: Emergency (<2hrs), Urgent (<4hrs), Routine (as scheduled). Contractor must submit quotes for spares/services before approval. Includes mechanical/electrical repairs, supply/install components (e.g., sensors, batteries, relays), auto electrician support, technical advice, root cause analysis, and breakdown reports. (c) Hired Generators: Supply on ad-hoc basis. Additional requirements: Work with other contractors on-site; normal hours 08:00–16:30 (Mon–Fri); no planned maintenance on weekends/public holidays without approval. Performance management: KPIs include service quality (% defect-free), on-time delivery, and adherence to response times. Non-conformances may require rework/repair at contractor’s cost. Key personnel must meet qualifications and cannot be replaced without SABC approval.

Key Personnel: A schedule of key personnel (to management level) must be provided to SABC at contract commencement. These personnel cannot be replaced without SABC approval. Company Experience: Provide written references on client’s letterhead (valid email and telephone number) stating contract period and scope of work. Only reference letters are accepted (not appointment letters, POs, or award letters). Points: >3 reference letters (20), 3 letters (15), 2 letters (10), <2 letters (0). Human Resources: Provide valid certificates and CVs. Points: Electrical trade test certificate + 5 years’ experience (10); Diesel mechanic trade test certificate + 5 years’ experience (10).

Resolution of non-conformances: SABC will determine the best method to secure conformity, including: Returning non-conforming material/components/systems to the contractor; Contractor to sort/rework/repair non-conformances at SABC sites; SABC may identify an external resource (certified by SABC) to perform sort/rework/repair at the contractor’s cost. Cost recovery applies.

Pricing Schedule: Provide a detailed cost breakdown for Years 1–5, including: Major service; Ad-hoc minor service (200 running hours, as and when required); Labour for call-outs (Artisan and Assistant rates, including travel); Rates for Monday–Friday (08:00–17:00), after-hours, weekends, and public holidays; Ad-hoc parts replacement (20% markup). Payment: Contractor is paid only for labour, materials, and services rendered during call-outs or service requests at unscheduled rates. Quotes for spares/services require prior written approval before provision.

Pricing Schedule: Provide detailed cost breakdown for Year 1–5, including: Major service, Ad-hoc minor service (200 running hours), Labour for call-outs (Artisan/Assistant rates), After-hours/weekend/public holiday rates, Ad-hoc parts replacement (20% markup). Payment Terms: SABC pays 60 days after service delivery and invoice submission. Quotes for spares/services require prior written approval. Safety file costs must be included in pricing (submission required before contract commencement).

Mandatory: CSD registration, Valid Tax Clearance Certificate, Valid TV License (company + all Directors/Shareholders), Valid B-BBEE Certificate (SANAS-accredited), Company Registration Document, Shareholders’ certificates, Directors’/Members’ IDs. Additional: CIPC registration documents; B-BBEE evidence (e.g., Affidavit for EME/QSE, ID documents for Black/Black Women/Youth ownership). Disqualification risks: Tax non-compliance, invalid TV license, CSD non-registration, blacklisting, fraud/misrepresentation, poor financial stability, or conflicts of interest (e.g., SABC former employees/Board members within cooling-off periods). Specific Goals: 51% Black-owned (10 points), 51% Black Women-owned (5 points), Black Youth (3 points), EME/QSE 51% Black-owned (2 points).

Compliance with SABC’s Health, Safety, and Environmental Systems is mandatory. Requirements: Use safety equipment (e.g., goggles, boots, harness) at the contractor’s expense; Ensure worker compliance through discipline and control; Participate in drills/exercises; Do not obstruct emergency/fire equipment. Safety file: Not required at tendering stage but must be factored into pricing. The preferred service provider must submit a safety file before contract commencement. Emergency response: Contractor must respond to emergency call-outs within 2 hours to prevent damage, harm, or service disruption.

Compliance with all latest and applicable environmental legislation is mandatory. The appointed service provider must adhere to SABC’s Environmental Systems.

Warranty on workmanship and parts supplied: >12 months (20 points), 12 months (10 points), <12 months (0 points). Response time proposals: <2hrs (10 points), 2hrs (8 points), >2hrs (5 points). Disqualification conditions: Blacklisting, fraud, misrepresentation (e.g., tax compliance, company financials), or failure of financial stability assessment. Cooling-off periods: No SABC former employees or Board members may be awarded contracts within 12 months after termination. Dismissed employees are prohibited from conducting business with SABC for 5 years from dismissal date. Employees/Board members found guilty of criminal conduct are barred until their record is legally expunged. SABC reserves the right not to award the tender to any bidder failing these conditions.
