SAWS may cancel the bid if funds are unavailable, no acceptable tenders are received, or due to material irregularities. Bidders bear all costs for briefings, site visits, and bid preparation. SAWS owns all submitted proposals and is not obligated to return them. Bidders must indemnify SAWS against third-party claims of IP infringement. Subcontracting requires proof of agreement. Supplier Performance Management (SPM) is critical; successful bidders must conclude an SLA and provide a scorecard on performance metrics. SAWS may request audited financial statements to verify stability. Any attempt to influence the award decision may result in rejection.
