Submit a detailed proposal including methodology, project timeframe, team structure, CVs, qualifications, EAPASA registration certificate, and 3 stamped/signed reference letters on client letterhead. Attend the compulsory site briefing on 12 March 2026 at 11:00 AM at ARC Loskop Farm. Failure to attend the briefing or provide mandatory compliance documents will result in disqualification.

Evaluation is based on functionality (70%) and price (30%). Functionality criteria: detailed methodology for Scoping and EIA phases, project timeframe demonstrating understanding of legislative timeframes, hierarchical project team structure, CVs and qualifications of the proposed team, relevant experience with reference letters (3 stamped/signed on client letterhead), and a schedule of proposed specialists. Pricing must include a detailed cost breakdown per phase (Scoping and EIA), professional fees, disbursements (travel, advertisements), and costs for handling an appeal process.

Scope: Conduct a full EIA application (Scoping and EIA) for land clearing at ARC Loskop Farm, Limpopo. The site is located at coordinates 25° 10' 39.69" S, 29° 23' 35.27" E, within the Other Natural Area of the Sekhukhune Bioregional Plan 2019. The activity requires environmental authorization under Listing Notice 2 of the EIA Regulations, 2014 (Activity 15: clearance of 20ha+ of indigenous vegetation). The EAP must manage the EIA process, appoint specialists, ensure compliance with NEMA and EIA Regulations, plan public participation, provide progress reports, assess impacts, liaise with authorities, compile mapping, circulate reports, and facilitate appeals if required. Initial phase: 10ha de-bushing for research trials, with a long-term plan to clear 50ha.

Pricing schedule must include: detailed breakdown of activities per phase (Scoping and EIA), professional fees, disbursements (travel, advertisements), number of hours, relevant rates, and total per line item. Additional activities not specified in the scope must be listed under an 'additional' section. Specialist assessments must be listed with costs under the relevant phase. Costs for handling an appeal process must be included.

Mandatory: valid EAPASA professional registration certificate for the project team lead.
