Evaluation uses the 80/20 point system: 80 points for price, 20 points for specific goals (PPPFA 2022). Bidders must be registered on the Central Supplier Database (CSD). Bidders must demonstrate capacity and proven experience in cleaning reservoirs and water towers. Non-compliant BBBEE affidavits score zero. Failure to submit required proof/documentation for specific goals will result in zero points for those goals.

Scope: Clean/wash Zondi Tower (2.1ML) using a high-pressure washing system. Requirements: Wash all walls, roof, columns, and floor completely, leaving surfaces clean and dust-free. Remove all rubble/debris/waste from the structure and site. Disinfect the structure by washing it down with a 0.1% chlorine solution. Deliverables: Provide at least 1 reference letter proving capacity and experience in cleaning reservoirs/towers. Submit a condition assessment report post-cleaning, detailing the reservoir's condition before and after cleaning. Mandatory: Attend compulsory briefing session (20 May 2026, 09:30). Quotations must include brand names where required.

Pricing: Submit firm prices only (non-firm prices will be rejected). Total quotation value must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Pricing schedule must be completed (MBD 3.1). Separate pricing schedules required for different delivery points (if applicable). Offer validity: 60 days from closing date. Payment terms: Subject to Johannesburg Water’s Supply Chain Policy. All delivery costs must be included in the bid price.
