Submit bids using a three-envelope system:

• Envelope 1: Mandatory documents (CSD registration proof, completed and signed SBD 1, SBD 3, SBD 4, SBD 6.1).
• Envelope 2: Technical/functional proposal (1 original + 1 copy).
• Envelope 3: Pricing schedule + valid B-BBEE certificate/affidavit (1 original + 1 copy).

Requirements:

• Use official forms only; do not re-type.
• Seal all envelopes and mark with bid reference (SACAA/CPA/00002/2026-2027), company name, closing date, and return address.
• Deposit in TENDER BOX NUMBER 1 at SACAA Head Office, BYLS Bridge Office Park, Olievenhoutbosch Road & Jean Ave, Centurion, 0062 by 18 June 2026 at 11h00.

Evaluation consists of four phases:

Phase 1 (Part 1): SCM Administrative Mandatory Compliance

• Verify completeness and correctness of bid documents.
• Mandatory documents: CSD registration, SBD 1, SBD 3, SBD 4, SBD 6.1.
• Failure to submit any mandatory document will disqualify the bid.

Phase 1 (Part 2): Mandatory Returnable Documents

• Valid SACAA Part 141 ATO certificate.
• Valid Opspec (Operations Specification) Certificate issued by SACAA.
• Failure to comply with these requirements will disqualify the bid.

Phase 2: Technical/Functionality Evaluation (Minimum 80/100 points required to proceed)

• Company Profile and Experience (20 points max): 5-8 years = 10 points, >8 years = 20 points.
• Track Record (20 points max): Pass rates for PPL and CPL within 36 months (100% = 10 points each, 70% = 7 points, 50% = 5 points, <50% = 0 points).
• Resources (30 points max): Evidence of aircraft (min. 5 IFR-equipped, 1 with EFIS), FSTD, student-to-aircraft ratio (1:6 max). All criteria must be met for points.
• Instructor Experience (30 points max): Valid CPL with Grade 2 flight instructor rating (500+ hours) = 15 points, Chief Flight Instructor CPL (1000+ hours, multi-engine) = 15 points. All criteria must be met for points.

Phase 3: Site Inspection

• Mandatory criteria: Student accommodation (1 room per student with study desk, no sharing), bathroom facilities, serviced rooms, laundry, security (systems/cameras/personnel), catering (breakfast, lunch, afternoon meals, packed lunch), unlimited Wi-Fi. Failure to meet all criteria disqualifies the bid.

Phase 4: Price and Specific Goal Evaluation (80/20 system)

• Price (80 points): Calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = bid price, Pmin = lowest acceptable bid price.
• Specific Goal (20 points): B-BBEE Status Level (Level 1 = 20 points, Level 2 = 18 points, Level 3 = 14 points, Level 4 = 12 points, Level 5 = 8 points, Level 6 = 6 points, Level 7 = 4 points, Level 8 = 2 points, Non-Compliant = 0 points).

Disqualifiers:

• Late or incomplete submissions.
• Missing mandatory certifications (ATO, Opspec, tax compliance).
• Non-compliance with SBD form requirements.
• Collusion, fraud, or misrepresentation (per SBD 4).
• Failure to meet minimum 80/100 technical points.

Scope: Appointment of a panel of SACAA Part 141-approved Aviation Training Organisations (ATOs) for 3 years to train SACAA cadet pilots on an as-needed basis.

Services required:

• Theoretical and practical training.
• Mentorship of SACAA cadets.
• Remedial support if cadets fail to reach benchmarks.
• Provision of stationery, books, uniforms, and other equipment.
• Accommodation for cadets (or partnerships for reasonable accommodation with a lessor).
• Transport between airport and lodging at dedicated times.
• Monthly progress reports on cadets.

ATO requirements:

• Valid SACAA Part 141 ATO approval.
• Valid Opspec Certificate issued by SACAA.
• Experienced instructors with valid certifications and minimum flight hours.
• Training facilities and equipment (e.g., aircraft, flight simulators).
• Compliance with student-to-aircraft ratio (1:6 maximum).

Site inspection criteria:

• Student accommodation: 1 room per student with study desk, no sharing.
• Bathroom facilities available.
• Rooms must be serviced.
• Laundry services.
• Adequate security (systems, cameras, personnel).
• Catering: breakfast, lunch, afternoon meals, and packed lunch if requested.
• Free unlimited Wi-Fi.

Payment terms:

• No retainer fee; payment per phase based on agreed training programmes and quotations.
• SACAA will conclude a Service Level Agreement (SLA) with appointed ATOs.

Pricing must adhere strictly to Annexure A format; deviations may disqualify the bid.

Inclusions:

• PPL Training Costs: Flight hours, instruction fees, lectures, aircraft insurance excess waiver, books/equipment, training material subscriptions, test/exam fees, Class 1 medical including X-rays.
• CPL Training Costs: Flight hours, instruction fees, lectures, aircraft insurance excess waiver, books/equipment, training material subscriptions, test/exam fees, Night Rating (NR), Instructor Rating (IR).
• Accommodation Costs: Per student, including own room (no sharing), bathroom facilities, serviced rooms, laundry, security, catering (breakfast, lunch, afternoon meals), Wi-Fi.
• Transport Costs: Daily transport between accommodation and training fields/school per month.
• Any other costs must be detailed and included in the total bid price.

Pricing format:

• Submit in ZAR (South African Rand).
• Firm prices for 180 days from closing date.
• Exclude VAT; 15% VAT to be added separately.
• Provide total price excluding VAT, VAT amount, and total price including VAT.
• Use SBD 3 (Pricing Schedule) for professional services.
• All additional costs must be specified and included in the total bid price.

Mandatory compliance:

• Central Supplier Database (CSD) registration: Submit supplier number.
• Completed and signed SBD forms: SBD 1 (Invitation to Bid), SBD 3 (Pricing Schedule), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preferential Procurement Points Claim).
• Tax compliance: Submit SARS TCS PIN or CSD number (if no TCS PIN available). For consortia/joint ventures/sub-contractors, each party must submit separate TCS/CSD documentation.
• Valid SACAA Part 141 ATO certificate.
• Valid Opspec Certificate issued by SACAA.
• No bids accepted from state employees, companies with state-employed directors, or close corporations with state-employed members (per SBD 4 disclosure).

B-bbee:

• Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points.

Foreign suppliers:

• Must complete questionnaire if not RSA residents or without RSA branch/permanent establishment/income/tax liability.
