Submit your quotation via email to [email protected] on or before the closing date and time. Quotations must be completed in full; incomplete submissions may be disqualified. Do not deliver goods/services without an official Necsa Purchase Order. Necsa reserves the right to cancel, reject, or partially award the RFQ, or not award it at all. Direct all queries in writing to the provided contact; approaching other Necsa employees may result in disqualification. Quotation validity period: 30 days from closing date.

Required documents: Tax Clearance Certificate (SARS PIN), Declaration of Interest (SBD 4), B-BBEE Certificate or EME Affidavit, Letter of Good Standing (COID) if applicable, and any other requested certifications.

Evaluation is conducted in two phases. Phase 1: Functionality/Technical evaluation (out of 100 points) covering technical, performance, quality, and risk criteria. Bidders must achieve a score greater than the set threshold to proceed to Phase 2. Phase 2: Evaluation under the 80/20 point system per PPPFA 2022: 80 points for price, 20 points for B-BBEE status level. B-BBEE points: Level 1: 20, Level 2: 18, Level 3: 14, Level 4: 12, Level 5: 8, Level 6: 6, Level 7: 4, Level 8: 2, Non-compliant: 0. Failure to submit B-BBEE proof forfeits preference points.

Scope of work: Supply cloud-based Siemens Simcenter X Advanced licenses and related tokens/credits for 12 months. Items required: 1) Simcenter X Advanced (2 licenses) — Full multi-domain simulation per Named User, including Siemens Xcelerator Academy Learning Membership (Enterprise), CFD, DEM, FEA, CAE, 1D Systems, and AI-driven optimisation. 2) Simcenter X Token 100 Pack (1 pack) — Unlocks additional physics and multi-core meshing/solving (10 tokens per core, 10 cores total). 3) Siemens Simcenter X HPC Credits (1 pack) — 3,000 cloud credits for Remote Desktop Workstation and Cloud HPC.

Necsa’s quality management system complies with ISO 9001, ISO 17025, ISO 14001, OHSAS 18001, and RD 0034 (nuclear safety/quality). Suppliers must align with these standards where applicable to the scope of work.

Pricing must include all applicable taxes and be fixed/firm. Include additional costs such as freight, insurance until acceptance, duty (where applicable), and disbursements. Payment terms will follow Necsa’s General Conditions of Purchase. Incomplete pricing may result in disqualification.

Necsa reserves the right to cancel, reject, or partially award the RFQ, or not award it at all. No goods/services may be delivered without an official Purchase Order.
