Evaluation follows a 3-stage process under PPPFA 2022: (1) Compliance: Mandatory documents and criteria must be met. (2) Functionality: Minimum threshold of 70/100 points required to proceed to next stage. (3) Price and Specific Goals: Price evaluation and B-BBEE preference points (80/20 system). Proof of B-BBEE status via full Central Supplier Database report is required. Bids are evaluated and adjudicated per KSD Municipality’s SCM policy and PPPFA 2022 Regulations. Non-compliance at any stage disqualifies the bid. Grading criteria: 80/20 or 5EP or higher.

Scope: Appointment to a panel of six (06) contractors for building maintenance, alterations, extensions, and new building structures for a period of three (03) years, as and when required by King Sabata Dalindyebo Municipality. Contractors must be capable of delivering all specified services on demand. CIDB grading requirement: 2 GB or higher.

The total cost based on rates calculated in the pricing schedule must match the bid price on the front page of the bid document. Failure to match disqualifies the bid.

For bids ≥ R10 million (VAT inclusive): Submit audited annual financial statements for the past three years (or since establishment if <3 years old). Bidders with CIDB Level 6 or higher (eligible for work > R10 million) must submit audited financials for the past three years. The total cost in the pricing schedule must match the bid price on the front page—failure to match disqualifies the bid.

Mandatory: Central Supplier Database (CSD) registration—failure disqualifies the bid. CIDB grading: Minimum 2 GB or higher. B-BBEE: Compliance required (80/20 preference points system). Required documents: Comprehensive JV agreement (if applicable), all JV partner documents, MBD 1-9 and Annexures A-F, MBD 4 (declaration of involved companies), MBD 5 (signed for bids ≥ R10M), latest municipal rates statement (≤3 months old) or valid lease agreement, confirmation from Municipality’s Finance Department if not liable for rates, municipal rates statement of directors’ properties. All certified copies must be ≤6 months old. KSD Municipality reserves the right to disqualify bidders with outstanding municipal rates/taxes. Use of erasing fluids or typed bids is prohibited.

KSD Municipality does not bind itself to accept the lowest or any bid and reserves the right to accept the whole or part of the bid or to withdraw the bid.
