Evaluation is a two-phase process: Phase 1 assesses compliance with bid rules, conditions, and eligibility criteria; Phase 2 evaluates eligibility criteria (failure here renders the tender non-responsive). Scoring uses the 80/20 PPPFA system: 80 points for price (lowest acceptable tender scores highest; formula: Ps = 80(1 - (Pt - Pmin)/Pmin)), 20 points for specific goals. Specific goals: Black Ownership (8 points), Women Ownership (5 points), Youth Ownership (2 points), Locality in Eastern Cape (5 points). CSD report determines ownership percentages and locality. Disqualifiers: failure to meet any eligibility criterion (e.g., CIDB Grade 5 SK+, project experience, key personnel), incomplete/unsigned returnable schedules, late submission, or submission via unapproved channels.

Scope: Supply, delivery, and implementation of road marking services and erection of permanent road signage for Eastern Cape Department of Transport projects executed by in-house construction teams over 36 months. Work includes installation of road signs and road marking as stand-alone projects or as key activities in road upgrade projects. Quantum of work is not pre-quantified; determined post-award based on project-specific work packages. Must comply with: COLTO Standard Amendments for Road and Bridge Works, Project Specification Amendments, Occupational Health and Safety Specifications, Environmental Management Plan Implementation Specifications, Targeted Labour Participation and Development Specifications, Targeted Subcontractor/Supplier Participation Specifications, and Quality Assurance Framework for Road Works. Pricing must follow C2.1 Pricing Instructions and C2.2 Bill of Quantities. Submit: Performance Guarantee (Pro Forma C1.17), Occupational Health and Safety Act Agreement (C1.19), and Application for Permit to do Construction Work (Pro Forma C1.24). Rates must be binding for the contract duration and used for comparative purposes. Tenders with arithmetically unbalanced rates, excessively low/high rates, or unacceptable commercial risks may be rejected or require justification/amendment. Successful tenderer must submit a valid Letter of Good Standing from the Compensation Commissioner or FEMA within 21 days of award. Payment terms and contract adjustments may be subject to budget constraints per Clause F.1.5.1.

Mandatory: CIDB registration with Grade 5 SK or higher for SK class of construction work (or combined grading for joint ventures). CSD registration with compliant tax status (SARS good standing). Not listed on National Treasury’s Register of Tender Defaulters or Restricted Suppliers. Must demonstrate completion of at least two similar road signs/road marking projects (value ≥ R2.5M each) in the SADC region within the last 10 years (Completion Certificates and verification forms required). Key personnel: Construction Manager (National Diploma in Civil Engineering + 5 years’ roads construction experience) and Construction Health & Safety Officer (SACPCMP registered as Pr CHSA/Pr CHSM/Pr CHSO + 3 years’ experience). Must provide proof of construction equipment availability (Schedule E). Compliance with Construction Regulations, 2014 (Schedule J).
