Non-responsive bids are rejected. 2) Functionality: Minimum threshold of 70/100 points. Criteria: List of similar projects (max 40 points), resources (motorized vehicles, equipment: max 10 points), construction labour forecast (max 10 points), construction guarantee quotation (max 20 points), Local Economic Development (LED: local business premises in Gqeberha: 20 points; outside: 5 points). 3) Price & Specific Goals: 80/20 system. Price: max 80 points (formula: A = (1 - (P - Pm)/Pm)

Specialist subcontractors required for: Electrical Installation, Mechanical HVAC Installation, Specialist Epoxy Flooring, Plumbing (specialized sanitary ware), Specialist Equipment, Painting, Aluminium Works, Suspended Ceilings. Submit quotations for all specialist subcontractors. Standards: SANS 10845-3 (Standard Conditions of Tender). Site: Elizabeth Donkin Psychiatric Hospital, Gqeberha. Pricing must be in South African Rands (ZAR), fixed for the contract duration, and include all duties/taxes (except VAT). VAT must be shown separately at 15% if applicable.
