Specific goals and required documentation for validation: 1) EME/QSE 51% black-owned: 5 points (submit ID copy, CIPC registration, CSD report with matching ownership). 2) Located in Eastern Cape Province: 2 points (submit municipal rates account, councilor letter, or lease agreement). 3) EME/QSE 51% women-owned: 7 points (submit ID copy, CIPC registration, CSD report). 4) EME/QSE 51% youth-owned (≤35 years): 4 points (submit ID copy, CIPC registration, CSD report). 5) EME/QSE 51% owned by people with disability: 2 points (submit ID copy, CIPC registration, CSD report, medical certificate, SASSA confirmation). Joint ventures/trusts must submit proof for each party. Non-responsive bids may result from gross calculation errors, omissions, or unbalanced pricing. Coordinates: 30°34'52.122"S 27°15'19"E. Deliverables must adhere to the Bill of Quantities and Specifications of Fencing Material, Tools, and Protective Clothing (Part 3: Specifications). Bidders must familiarize themselves with site conditions (no clarification meeting will be held). Subcontracting requires prior approval from the Engineer. For contracts ≥ R3.0 million, non-Eastern Cape bidders must subcontract 25% of the contract value to an Eastern Cape-based bidder/contractor.

Submit pricing as per official Pricing Instructions (SBD 3.1) and Bills of Quantities. Include all duties, taxes (except VAT), and levies applicable 14 days before the closing date in the tendered rates. VAT may not be added to the tender price unless the bidder is a VAT-registered vendor. No Contract Price Adjustment (CPA) will be allowed. Bidders must complete the Contract Form (SBD 7.1). Required documents: Company profile, JV Agreement (if applicable), and proof of CSD registration. All certificates must be valid for 90 days after the tender closing date. Bidders in the service of the state, or with directors/members in state service, are disqualified. For consortia/JVs, each party must submit separate TCS PIN/CSD numbers.
