Bids are evaluated using the 80/20 Preferential Procurement Regulations 2022 system. 80 points for price: lowest bidder receives full points; others scored proportionally. 20 points for Specific Goals: Women-Owned Company (4 points, requires CSD Summary or Certified ID Copy of Director), Black-Owned Company (8 points, requires CSD Summary or Certified ID Copy of Director), Locality (8 points for Sakhisizwe Local Municipality, 6 for Chris Hani District, 4 for Eastern Cape, 2 for outside Eastern Cape; 0 if no proof provided). Proof of locality requires CSD Report, Rate Clearance, or proof of residence. Failure to provide required documentation for Specific Goals results in 0 points for that category. The Municipality reserves the right to accept the lowest or any bid, or part thereof.

Scope: Provide a 2-day on-site Occupational Health and Safety (OHS) Entry Course for 17 EPWP officials. Training content must cover: OHS Legislation & Legal Duties, Hazard Identification and Risk Assessment (HIRA), Emergency Preparedness and Response, Workplace Safety Fundamentals, Incident Investigation and Reporting, Personal Protective Equipment (PPE), Ergonomics and Health, Hazardous Materials Handling. Requirements for Service Provider: Must be accredited with SAIOSH, HWSETA, or SACPCMP (proof required with company documents, CK documents, ID copies of directors). Facilitator must have: minimum NQF 7 qualification, 5+ years OHS training experience, valid OHS and facilitator certificates, and relevant registration (CV and certificates required). Company profile must demonstrate experience in OHS training (client list with contactable references; services not older than 5 years). Deliverables: Customised training programme, interactive sessions with case studies/group activities, training materials (manuals, presentations, templates), pre- and post-training assessments, comprehensive training report with recommendations, accredited certification for learners. Service provider must provide own accommodation and transportation. Contract period: 1 month. No contract adjustments allowed; rates are fixed. Penalties: 10% of invoice may be withheld for non-delivery as specified.

Company profile must demonstrate experience in OHS training with a client list (services not older than 5 years). Facilitator must have a minimum NQF 7 qualification and 5+ years of experience in OHS training, supported by a recently updated CV and relevant certificates. Declaration of Interest (MBD4) must be completed if any relationship exists with state employees involved in evaluation/adjudication.

Premises of the bidder or contractor shall be open for inspection by a representative of the Department at all reasonable hours. If inspections show supplies/services comply with contract requirements, the cost is defrayed by the purchaser. If non-compliant, the supplier bears the cost. Non-compliant supplies/services may be rejected. Supplier must permit purchaser to inspect records and audit performance. Rejected supplies must be removed and replaced at supplier’s cost and risk.

Bidders must include 15% VAT in their bid rates. Submit total bid price with VAT clearly indicated. Payment terms: within 30 days of invoice submission, accompanied by a delivery note and proof of fulfillment. No contract adjustments or price variations are permitted. Municipal rates and taxes must be paid where applicable; submit a rates clearance certificate (not older than 3 months) if the property is leased, include the lease agreement.

Force majeure events may excuse performance delays. Supplier liable for taxes, duties, and levies. Contract written in English and interpreted under South African law.
