Submit a sealed envelope containing the completed and signed tender document (including Form of Offer and Acceptance) and all required supporting documents. Eligibility: Tenderers must submit a clear, irrevocable offer and comply fully with CCT SCM Policy and procedures, including all declarations and certificates. Non-compliance with any of the following renders the tender non-responsive: (1) Restricted due to abuse of SCM system; (2) Tax matters not in order (unless exempt as a foreign supplier); (3) Conflict of interest (e.g., advisor/consultant to CCT involved in specification); (4) Found guilty of contravening the Competition Act; (5) Failure to attend the compulsory clarification meeting. Functionality: Minimum score of 60/100 required. Criteria: (a) Experience in supply/delivery of Soft Body Armour Vests/Protective Gear (max 50 points: >4 years=50, >3-4 years=40, >2-3 years=30, >1-2 years=20, up to 1 year=10, no experience=0); (b) Reference letters (max 50 points: 5 letters=50, 4=40, 3=30, 2=20, 1=10, none=0). Technical: Must meet all mandatory requirements (test certificates, manufacturing report). Only tenders achieving the minimum functionality score and meeting all technical/mandatory criteria will be declared responsive.

Supply and delivery of soft body armour vests for the City of Cape Town. Contract period: 36 months from commencement date. Mandatory technical requirements: (1) Submit performance test certificates or test reports from a SANAS-accredited (ISO/IEC 17025:2017) or internationally recognised laboratory, proving ballistic resistance compliance to SANS 1658:2007 Ed.2. Certificates must be <3 years old from date of manufacture. (2) Provide a valid Manufacturing Capability Report from a SANAS-accredited or SABS-certified authority with a rating ≥80%. (3) Test certificates must cover all requirements in Section 5 (Ballistic Resistance Performance) of the tender’s C.5 Specification, including the date of manufacture for each item. Grouped categories: Group 1 (A, B, D1, E1, E2, E3, E4) and Group 2 (C, D2). Tenderers may bid for one or both groups but must submit prices for all items in a group to be considered responsive. Award methodology: 1 winner + 2 alternative tenderers per group. Work allocated on a 'winner-takes-all' basis per group, with alternatives considered only if the winner refuses or cannot deliver.

Submit pricing in the prescribed Price Schedule (C.4). Tender fee: R200 (non-refundable for hard copies; not applicable for website downloads). Payment terms and guarantees: Pro-forma Performance Security/Guarantee (Annexure C), Pro-forma Advance Payment Guarantee (Annexure D). Contract Price Adjustment provisions (Schedule F.1) apply. Tender validity period: 120 days post-closing, extendable to 12 months + potential 6-month extension by mutual agreement. Bidders must warrant their offer remains valid, irrevocable, and open for acceptance during this period. For contracts >R10M: Submit audited financial statements (past 3 years), certificate of no overdue municipal debts, and disclosure of foreign-sourced goods/services.

(2) Registration on the National Treasury Central Supplier Database (CSD) via https://secure.csd.gov.za. (3) Valid Tax Compliance Status PIN from SARS (submit with tender or to Supplier Management Unit). Each joint venture party must submit separate CSD and tax compliance proof. (4) Completed returnable documents: Declaration of Interest – State Employees (Schedule F.5), Conflict of Interest Declaration (Schedule F.6), Declaration of Past SCM Practices (Schedule F.7), Certificate of Independent Bid Determination (Schedule F.9), Authorisation for Deduction of Outstanding Amounts (Schedule F.8). (5) B-BBEE: Submit verifiable proof for preference points (Specific Goals). (6) For contracts >R10M: Audited financial statements (past 3 years), certificate of no overdue municipal debts, and disclosure of foreign-sourced goods/services.
