Submit bids in a sealed envelope marked with project number (SCMU8-26/27-0055) and description to: DOA, 206 Magistrate Street, Maluti, 4740 by 11:00 on 30 June 2026. Late submissions will not be accepted. Electronic, telegraphic, or facsimile bids are not permitted.

Required submissions:

• Completed bid document with all SBD forms signed in full and witnessed (black ink only; no correction fluid).
• Detailed quotation with breakdowns (firm prices in Rand, inclusive of all taxes and delivery costs).
• Certificate of authority for signatory (with board resolution for companies).
• Schedule of work carried out by the bidder.
• Equity Ownership Declaration (signed).
• Supplier arrangement form (if bidder is a general dealer).
• Confirmation/agreement with manufacturer or distributor of the feed product.
• Photographs with specifications or technical data of the feed quoted.
• Proof of compliance with Fertilizer, Farm Feeds, Seeds and Remedies Act (if repackaging).
• References confirming previous satisfactory deliveries of similar products.
• Joint Venture Agreement (if applicable).

Bid validity: 90 days after closing date. Changes to documents must be initialed; no late submissions or corrections after deadline. The Department reserves the right to reject non-responsive bids, inspect products, or terminate the process at any stage.

Evaluation uses the 80/20-point system:

• 80 points for price (lowest price scores highest; calculated using SBD 6.1 formula).
• 20 points for specific goals (preference points).

Two-stage evaluation process:

• Stage 1: Administrative Compliance and Functionality (minimum 70% threshold required to proceed).

• Part A: Administrative Compliance Documents (mandatory; failure results in disqualification).

• Part B: Technical/Functionality Evaluation (70% minimum threshold).

• Relevant Experience (35 points): Evidence of previous supply/delivery of agricultural feed (purchase orders, delivery notes, reference letters).

• Financial Capacity (30 points): Credit facility or cash availability (R1M–R2M = 10 points; R2M–R3M = 15 points; R3M–R4M = 20 points; R4M–R5M = 25 points; >R5M = 30 points).

• Logistics (20 points): Proof of access to bulk transportation (own transport + supplier agreement = 20 points; leased transport + supplier agreement = 15 points).

• Locality (15 points): Operating business within Alfred Nzo District (15 points), Eastern Cape (10 points), or South Africa (5 points).

• Stage 2: Price and Specific Goals (only for bids passing Stage 1).

• Preference points for specific goals (20 points total):

• 51% Black-owned EME/QSE: 5 points (ID copy, CIPC registration, CSD report).

• Located in Eastern Cape: 2 points (municipal rates, councilor letter, or lease agreement).

The Department reserves the right to award to a bidder not scoring the highest points under PPPFA Act and Regulations 2022.

Scope: Supply and deliver poultry and piggery animal feed to various delivery points in Alfred Nzo District within 14 days of receiving an official order. All delivery costs must be included in the bid price.

Product Specifications (40kg bags):

• Poultry Feed:

• Broiler Starter: Protein 190–200 g/kg, Fibre 50 g/kg, Moisture 12%, Fat 25 g/kg, Lysine 11–12 g/kg, Calcium 8–12 g/kg.

• Broiler Grower: Protein 180–189 g/kg, Fibre 60 g/kg, Moisture 12%, Fat 25 g/kg, Lysine 10–11 g/kg, Calcium 5.5–12 g/kg.

• Broiler Finisher: Protein 160–179 g/kg, Fibre 70 g/kg, Moisture 12%, Fat 25 g/kg, Lysine 9–10 g/kg, Calcium 5–12 g/kg.

• Piggery Feed:

• Pig Starter: Protein 180–190 g/kg, Fibre 40 g/kg, Moisture 12%, Fat 25 g/kg, Lysine 6–12 g/kg, Calcium 8–10 g/kg.

• Pig Grower: Protein 140–150 g/kg, Fibre 80 g/kg, Moisture 12%, Fat 25 g/kg, Lysine 8.5–9 g/kg, Calcium 4.5–10 g/kg.

• Pig Finisher: Protein 110–120 g/kg, Fibre 80 g/kg, Moisture 12%, Fat 25 g/kg, Lysine 5.5 g/kg, Calcium 4.5–10 g/kg.

• Sow & Boar Meal: Protein 100–120 g/kg, Fibre 60–100 g/kg, Moisture 12%, Fat 25 g/kg, Lysine 5–10 g/kg, Calcium 5–10 g/kg.

• Pig Weaner: Protein 160–179 g/kg, Fibre 40–50 g/kg, Moisture 12%, Fat 12 g/kg, Lysine 10–11 g/kg, Calcium 8–10 g/kg.

• Crushed Yellow Maize: Protein 9.42 g/kg, Fibre 7.3 g/kg, Moisture 12%, Fat 4.74 g/kg.

Quantities: Vary by delivery point (e.g., Maluti A DOA, Ntabankulu DOA, EmaXesibeni DOA, Kwa Bhaca DOA, Winnie Madikizela Mandela).

Additional Requirements:

• Products must meet specifications; Department reserves the right to verify quality prior to delivery.
• If repackaging, compliance with Fertilizer, Farm Feeds, Seeds and Remedies Act is mandatory.
• Submit photographs with technical data of quoted feed.

Pricing must be firm (non-adjustable) and in Rand, inclusive of all taxes (VAT shown separately) and delivery costs to all prescribed destinations. Use SBD 3.1 pricing schedule for poultry and piggery feed. Total bid amount must be provided in words and figures.
