Submit the original, fully completed tender document signed in black ink by an authorised signatory. Do not retype or alter the document—this will disqualify the bid. Ensure all pages are included; missing pages will disqualify the bid. Place the document in a sealed envelope marked with the tender number (TDR146/2025/2026), title, and closing date/time. Deliver by hand or courier to the tender box at the Entrance of Mossel Bay Town Hall, 101 Marsh Street, Mossel Bay, or post to PO Box 25, Mossel Bay, 6500, before 12:00 on 26 June 2026. Late, emailed, or faxed tenders will not be accepted. Tenders remain valid for 120 days after closing. Required returnables: Section 5 (Declaration), MBD4 (Declaration of Interest), MBD5 (Declaration for Procurement above R10M), MBD6.1 (Preference Points Claim Form), MBD8 (Declaration of Past SCM Practices), MBD9 (Certificate of Independent Bid Determination), and Municipal Rates and Taxes documentation.

Bids will be evaluated on the 80/20 or 90/10 Preference Points System. A maximum of 20 points (80/20) or 10 points (90/10) will be allocated for specific goals: 50% for B-BBEE scorecard and 50% for locality. Responsiveness criteria include: registration on Central Supplier Database (CSD), valid SARS Tax Compliance Status Pin, municipal rates and taxes not in arrears for >3 months, valid Letter of Good Standing from Compensation Commissioner, B-BBEE certificate (SANAS-accredited, auditor-issued, or sworn affidavit), and proof of locality (municipal account, lease, or affidavit). Joint ventures must submit individual member compliance documents. Non-responsive bids (e.g., missing tax pin, inactive CIDB, or unauthorised alterations) will be disqualified.

Supply and delivery of manhole covers and rings to Mossel Bay Municipality for a period ending 30 June 2029. Goods must conform to standards specified in Section 2.1 of the tender document. Packing must prevent damage during transit and withstand rough handling, extreme temperatures, salt, and precipitation. Delivery must comply with contract terms, including full insurance against loss or damage during manufacture, transportation, storage, and delivery. Warranty: 12 months from delivery or 18 months from shipment, whichever is earlier. Goods must be new, unused, and incorporate recent design/material improvements. Occupational Health and Safety (OHS) specifications apply (Section 50).

Pricing must be submitted as per the Pricing Schedule (Bill of Quantities) in Section 2.2. Prices quoted in the bid are fixed and cannot vary unless authorized. Payment terms: Invoices must be accompanied by a delivery note and will be paid within 30 days of submission. Payment is in Rand. Performance security (bank guarantee, irrevocable letter of credit, or cashier’s cheque) must be furnished within 30 days of contract award.
