– Phase 2: Provide proof of similar experience (inspection certificates, delivery notes, invoices) from last 60 months.

– Phase 3: Minimum 80 % score on technical criteria:

• Drawings/specifications compliance (25 % weight).

• Valid ISO 9001 certification or ISO Quality Plan covering four production stages (50 % weight).

• Delivery lead‑time ≤ 8 weeks for full score (25 % weight).

• Step 3: Final Weighted Scoring – Price (80 or 90 points) + Specific Goals (20 or 10 points).

• Preference‑point system (80/20 or 90/10) determined by lowest acceptable bid per wire category.

• Minimum overall qualifying score: 80 %.

• Supply and deliver OHTE wires as‑and‑when required for Eastern Region for 12 months.
• Wire categories: Phase, Earth, Bonding, Dropper, Jumper, Feeder, Catenary, Contact wires.
• Specifications and drawings per Annexure B (SANS 182 standards).
• Required standards: SANS 182 (parts 1‑3), ISO 9001 certification or ISO Quality Plan for each OEM/manufacturer.
• Delivery to Transnet SCM warehouse in Krugersdorp; lead‑time ≤ 8 weeks for maximum technical score.

• Non‑OEM bidders must submit quality plan for each OEM; otherwise not evaluated.
• Quality plan must cover four stages: raw material inspection, production quality assurance, process certification, final product testing.
• Inspection certificates, delivery notes, invoices from last 60 months required; missing documents score 0 %.
• Evaluation per wire category (A‑G).

• Quote prices in ZAR, inclusive of VAT (15 %).
• Use pricing schedule in Section 4; price each wire category separately.
• Delivery location: Transnet SCM warehouse, Krugersdorp.
• Exchange rate for imported items: SARB rate published 7 calendar days before closing.
• Unconditional discounts only if clearly indicated.
• Prices must be firm for contract duration.

• Tax compliance: Submit SARS TCS PIN or CSD number; each JV/sub‑contractor must provide own.
• B‑BBEE: Submit verified B‑BBEE status level certificate or sworn affidavit.
