Late bids (after 11:00 on 15 May 2026) will be rejected and returned unopened. Bids may be hand-delivered or posted to the physical address. Do not retype the bid document; complete in ink. Replies will be issued on 04 May 2026. Telephonic requests for clarification will not be accepted.

Evaluation occurs in 4 stages: (1) Mandatory Requirements: Bidders must demonstrate EWSETA and TETA accreditation for the specified learnerships (LP IDs 66514, 66515, 66516). Non-compliance results in immediate disqualification. (2) Administrative Requirements: Bidders must submit SARS Tax Compliance Pin Letter/TCS, valid B-BBEE certificate/affidavit, CSD registration proof, completed standard bidding forms (Bidder’s Disclosure, Preference Points Claim Form, Invitation to Bid), acceptance of Special Conditions, proof of experience with reference letters, and CVs of team members. Non-compliance results in disqualification. (3) Selection Criteria (Functionality - 100 points): Minimum 60 points required to proceed. Criteria: Accreditation (20 points), similar projects (20 points), understanding of requirements (40 points), project team qualifications (20 points). (4) Price and Specific Goals (80/20 system): Price (80 points) + Specific Goals (20 points: 10 for Black Owned, 10 for Black Woman Owned). Highest total points win. Presentations may be required for top bidders (optional).

Scope: Provide a 2-year learnership programme for 12 learners (4 Electricity Regulation, 4 Piped-Gas Regulation, 3 Petroleum Pipelines Regulation, 1 Regulatory Analysis and Research). Deliverables: (1) Plan and organise implementation roadmaps. (2) Implement learnership per rules. (3) Produce progress reports. (4) Train learners to achieve NQF Level 5 qualification within 12 months (methods include online delivery). (5) Provide training venue as needed. (6) Conduct mentorship and assessor training for NERSA managers. Pricing: Submit separate pricing schedule (VAT inclusive, in ZAR) with ceiling price, travel/reimbursable costs, and payment schedule. Contract duration: 2 years, reviewed annually. Must align with NERSA’s General Conditions of Contract (GCC).

Pricing schedule must be submitted separately from the technical proposal. Include: hourly/daily tariffs, travel and reimbursable costs, and proposed payment schedule. All amounts must be in South African Rand (ZAR) and inclusive of VAT for VAT-registered companies. Payment terms: Invoices must be submitted to [email protected], accompanied by supporting documents. Payment made via bank transfer within 30 days of receipt of a valid tax invoice. Contractor responsible for tax/VAT compliance. Ceiling price must be provided for the 2-year period (12 learners).

Mandatory: (1) EWSETA and TETA accreditation for the specified learnership programmes (LP IDs 66514, 66515, 66516). (2) SARS Tax Compliance Status Pin Letter or printed Tax Clearance Certificate. (3) Valid B-BBEE certificate or sworn affidavit (SANAS-accredited or IRBA-approved). For consortia/joint ventures, submit consolidated B-BBEE certificate. (4) Registration on National Treasury Central Supplier Database (CSD) with proof (summary report or MA Number). (5) Completed standard bidding forms: Bidder’s Disclosure, Preference Points Claim Form, Invitation to Bid. (6) Acceptance of Special Conditions of Bid and Contract. (7) Proof of experience in similar services with reference letters (not older than 3 years). (8) Summarised CVs of proposed team members with qualifications and contactable references. Failure to comply with any mandatory requirement will result in disqualification.
