Each bidder must register its own profile and submit bids under its own company name. Joint Ventures may submit under one party’s profile. Maximum upload size per file: 30MB; multiple uploads are permitted. Submit at least one day before the closing date to avoid technical issues. All returnable documents must be signed, stamped, and dated. Mandatory returnable documents include: Section 4 (Pricing and Delivery Schedule), Section 3 (Technical Pre-Qualification with valid Class 1 SAMSA ticket for Master and Class 1 or 2 SAMSA ticket for Chief Engineer). Failure to submit mandatory documents results in disqualification. Essential returnable documents (e.g., financial statements, JV agreements) may be requested later; non-submission may lead to disqualification. Documents used for scoring (e.g., Annexure C, B-BBEE certificate) must be submitted; failure results in a zero score for that criterion. Bidders may bid for one or more of the three regions (Western: Port of Cape Town; Central: Port of Ngqura; Eastern: Port of Durban and Richards Bay).

Evaluation is conducted in sequential stages. Step 1: Test for Responsiveness - Administrative and substantive checks (e.g., timely submission, signed documents, mandatory returnables, priced offer). Step 2: Technical/Functionality Threshold (66.67 points minimum). Criteria and weightings: Proposed Work Plan and Schedule (20 points), Key Personnel Experience (20 points), Company Experience in Marine Engineering/Ship Repair (25 points), Method Statement (35 points). Step 3: Price and B-BBEE Evaluation. Price (80 or 90 points) uses the formula PS = 80(1 − (Pt−Pmin)/Pmin) or PS = 90(1 − (Pt−Pmin)/Pmin), where Pt = bid price, Pmin = lowest acceptable bid price. B-BBEE (20 or 10 points) based on the bidder’s B-BBEE status level. Step 4: Post-Tender Negotiations (PTN) may occur if the highest-ranked bidder’s price is not market-related. Negotiations proceed sequentially with the highest-ranked bidder first, then 2nd and 3rd if required. Step 5: Objective Criteria - Transnet may award to a bidder other than the highest scorer based on geographical location, risk assessment (financial stability, functional capability, DPIP/FPPO relationships, reputational risks), or splitting the award. Step 6: Award of business and contract conclusion. Final contract may be formed by acceptance of the Letter of Award or a formal contract.

Scope: Conduct detailed condition assessments of tugs, pilot boats, and workboats across four ports (Cape Town, Ngqura, Durban, Richards Bay) for six months. Assessments must cover: Vibration Analysis (install/calibrate monitoring equipment, analyse data for abnormalities, provide reports with corrective actions); Drive Shaft Assessment (visual/physical inspection, alignment checks, bearing/coupling inspection); Machinery Condition (operational tests, oil analysis, cooling/fuel/electrical systems); Winch and Towing Equipment (structural/operational checks, towing line evaluation, bollard pull test); Hull Integrity and On-Board Systems (structural inspections, thickness measurements, corrosion evaluation, compliance with SAMSA/statutory requirements). Deliverables: Comprehensive per-vessel report with findings, risk ratings, recommendations, cost estimates, and timelines for critical components. Service provider must possess latest SAMSA Marine notices and relevant regulations. Additional: Verify compliance with Energy Management System (EnMS) and provide recommendations for gaps. Green Economy: Submit details of environmental policies (waste disposal, recycling, energy conservation).

Pricing must be quoted in South African Rand (ZAR), inclusive of VAT. Submit pricing strictly as per Annexure B (Pricing Schedule); deviation may result in non-responsiveness. Rates must align with DPSA’s Guide on Hourly Fee Rates for Consultants. Unconditional discounts only considered in final evaluation. If prices include imported goods, use SARB exchange rate on bid advertisement date. Prices must remain firm and fixed for the contract duration. Disbursements not specifically priced will not be accepted. Transnet may disclose tendered prices of successful/unsuccessful bidders on the National Treasury e-Tender Portal. Payment remittance overseas (if applicable) must use SARB exchange rate 7 days before closing date. Transnet prefers fixed ZAR prices.

Tax Compliance: Submit SARS TCS PIN or CSD number. Register on National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za (foreign suppliers with no local entity exempt). B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs). Employment Equity: Comply with Employment Equity Act, including Section 53. Legal: No material deviations from Transnet’s General Bid Conditions, Master Agreement, or other standard terms. Security Clearance: Successful bidder and personnel may require CONFIDENTIAL/SECRET/TOP SECRET clearance. Supplier Integrity: Comply with Transnet’s Supplier Integrity Pact; collusion or fronting results in disqualification and potential restriction from state business. DPIP/FPPO: Disclose any commercial relationship with Domestic Prominent Influential Persons (DPIP) or Foreign Prominent Public Officials (FPPO). Joint Ventures: Submit signed JV agreement or written confirmation of intent to form one, including percentage split and responsibilities. Sub-contracting: Transnet may conduct due diligence on sub-contractors to detect fronting.
