Tenders must be completed in permanent black ink only, sealed in an envelope endorsed with the reference and description, and deposited in the tender box at mkhondo local municipality, corner of mark and de wet streets, mkhondo, mpumalanga by 12h00 on 14 september 2026. Telegraphic, telephonic, fax, telex, e-mail or late tenders will not be accepted. Bidders must write their name, company name, contact details and e-mail address on the submission register; failure to do so may result in the bid not being considered. Bids must be submitted only on the issued tender documentation. Bidders must provide a 1% corporate social investment (csi) provision as part of the municipality's empowerment programme. The municipality reserves the right to accept or reject any tender in whole or part. The envelope must be endorsed with the tender number, title and closing date. Bidders must register on the compulsory bid submission register next to the bid box; bids not on the register will not be considered. Mailed, telegraphic, telex, faxed or emailed bids are not accepted. Bids must be on the official documentation, completed in permanent black ink, with every page initialled. Bids must be valid for 90 days from closing date. Returnable documents include: mbd 1 (invitation to bid), mbd 3.1 (Firm prices), mbd 4 (declaration of interest), mbd 5 (declaration for procurement above r10 million), mbd 6.1 (Preference claim points), mbd 7.2 (Contract form), mbd 8 (past SCM practices), mbd 9 (certificate of independent bid determination), compulsory enterprise questionnaire, certificate of authority of signatory, company registration certificate, certified ID copies of all directors/shareholders/partners (not older than 3 months), full csd report (not older than 30 days), valid SARS tcs pin, certified municipal rates statements for the company and all directors (month ended august 2026) showing NO arrears over 90 days or valid lease agreement or tribal council letter, latest three-year comparative audited financial statements, valid letter of good standing (coida), and internet service provider's association (ispa) membership in the company name. The form of offer and acceptance and bill of quantities must be completed and signed.
