Must be registered on Central Supplier Database (CSD). Must not be in service of the state. Must meet functionality minimum threshold of 70 points across four criteria: Company Experience (25), SACPLAN Registration (25), Tertiary Qualification (25), Skills and Abilities (25). Must submit valid tax compliance status. Must provide proof of no municipal arrears > 3 months.

• Scope: Development of the Ulundi Integrated Development Plan (IDP) for the period 2027-2028 to 2031-2032.
• Key deliverables and requirements:

• Service provider must have proven experience in IDP development and environment.
• Must demonstrate credentials in participatory planning and GIS proficiency.
• Must hold relevant SACPLAN registration (Professional Planner or Technical Planner).
• Required tertiary qualification in Town and Regional Planning or Development Studies.

• The contract will be governed by the General Conditions of Contract (GCC) 2015 and any special conditions.
• All tender documents and the resulting contract are in English.

• Bidders must demonstrate substantial experience in IDP development and similar projects.
• Provide appointment letters and reference letters from previous clients to verify experience.
• Key personnel qualifications: SACPLAN registration and tertiary qualifications in Town and Regional Planning or Development Studies are required.
• Skills in participatory planning and GIS are essential.

• For bids above R10 million inclusive of VAT, submit audited financial statements for the past three financial years.
• Failure to provide financial standing evidence may lead to disqualification.

• Mandatory registration on the Central Supplier Database (CSD). Submit CSD summary report and CSD number.
• Tax compliance: Submit valid tax clearance certificate or SARS PIN. Foreign suppliers must complete a pre-award questionnaire.
• Provide certified copies of: company registration documents (CIPC), ID copies of all active directors, and most recent municipal account (not in arrears >3 months) or alternative proof.
• B-BBEE compliance: Points awarded for Black, Women, Youth, and Disability ownership as per the preferential procurement regulations.
• Declarations required: MBD 4 (Declaration of Interest), MBD 8 (Past Supply Chain Practices), MBD 9 (Independent Bid Determination).
• Bidders must not be in the service of the state, listed on tender defaulters register, or have convictions for fraud/corruption in the past five years.

• The contract will be based on Standard Conditions of Bid Specifications and the General Conditions of Contract 2015.
• Successful bidder must sign a written contract form (MBD7).
• The municipality reserves the right to cancel the contract if specific goals were claimed fraudulently, with potential penalties including disqualification, cost recovery, and criminal prosecution.

• Skills and abilities: 25 points max for participatory planning and GIS proficiency.
