Panel appointment: corporate videography & multimedia services for technology innovation agency (36-Month term)

TIA seeks to appoint a panel of experienced, reputable corporate videography (multi-media) service providers for a 36-month period on an as-and-when-required basis. The purpose is to capture high-quality videos for TIA-funded projects, marketing collateral (corporate videos), events, and staff for use across online platforms (website, social media, presentations, reports). TIA will not appoint a single provider but will work with multiple suppliers who meet functionality criteria, competitive pricing, and specific goals. Suppliers will be listed as preferred and contacted as needed.

All proposals must include a portfolio of work (corporate videos, event/conference videos, or science videos) as part of the electronic submission. Scope: Provide high-quality videography services for TIA funded projects, marketing collateral, events, and staff for online platforms (website, social media, presentations, reports). TIA will appoint a panel of preferred suppliers, approached as-and-when required.

Requirements:

• Equipment: Minimum of two full HD video recording cameras, professional lighting, lapel sound recorders, editing/subtitle software, sound mixing software, and a basic music library.
• Video Specifications:
• Captured in high definition, processed for multimedia/social media use.
• 3-5 minutes long, including TIA-provided standard introduction/closing sequence.
• Must include subtitles and comply with TIA brand guidelines (provided at project start).
• Deliverables:
• Supply videos in high and low resolution.
• Upload to electronic platforms (cloud-based storage, USB, or external hard drive).
• Allow up to 5 drafts per video for TIA review/approval.
• Services:
• Hourly rate (all-inclusive) for videography at TIA offices (Pretoria, Durban, Cape Town) or project locations.
• Includes travel (SARS tariff rates for km in Gauteng, KwaZulu-Natal, Western Cape; TIA covers travel/accommodation outside these provinces), editing, delivery/upload fees.
• Script/storyboard development, graphics/animation, make-up artist, and voice-over (as required).
• Portfolio: Must include corporate videos, event/conference videos, or science videos with online references. AI-generated content is not accepted.
• Lead Time: Delivery within 7 working days from shoot date (elimination criterion if longer).

TIA will engage multiple service providers who satisfy functionality criteria, competitive pricing, and specific goals. Appointed providers will be listed as preferred suppliers and contacted as-and-when required for projects. Each project will follow TIA’s brand guidelines and technical specifications, with providers responsible for all filming equipment, editing, and delivery.

Bidders must demonstrate:

• Company Experience: Proven track record in corporate/marketing video production. Scoring based on years of experience (10+ years, 7-9 years, etc.).
• Portfolio: Submit samples of corporate videos, event/conference videos, or science videos (maximum 5 samples). Videos must be high-quality, visually striking, and demonstrate originality and professional production.
• References: Provide 1-5 contactable references from the last 7 years for videography services rendered to public/private sector or academia.
• Team Capability: CVs of proposed team members must specify years of experience in videography. Scoring: 10+ years (5), 7-9 years (4), etc.

Pricing must be submitted as an all-inclusive hourly rate covering:

• Videography services at TIA offices (Pretoria, Durban, Cape Town) or project locations.
• Travel costs: SARS tariff rates for km within Gauteng, KwaZulu-Natal, and Western Cape. TIA covers travel/accommodation outside these provinces.
• Video editing, supply of videos in high/low resolution, and delivery/upload fees.
• Additional services: Script/storyboard development, graphics/animation, make-up artist, voice-over (as required).
• Equipment provision: Full HD cameras, lighting, sound recorders, editing software, music library.
• Drafts: Up to 5 drafts per video for TIA review/approval.
• Final videos: 3-5 minutes, subtitled, with TIA-provided intro/outro sequences.

Note: All prices must include VAT for VAT-registered bidders.

Pricing must be all-inclusive and specify:

• Hourly rate for services (videography, editing, delivery/upload).
• Travel costs: SARS tariff rates for km within Gauteng, KwaZulu-Natal, and Western Cape. TIA covers travel/accommodation outside these provinces.
• Include VAT for VAT-registered bidders.
• Quotes must cover all costs incurred by the bidder for the scope of work.

Mandatory:

• Registered on the Central Supplier Database (CSD).
• Tax compliant at the time of appointment.
• Must have successfully completed at least 5 videography assignments for public sector, corporate/private sector, or academia in the last 7 years.
• Submit a Portfolio of Evidence (PoE) with corporate videos, event videos, and reels. AI-generated content is not accepted.

Disqualification Risks:

• Not registered on CSD.
• Late submission or submission to incorrect location.
• Delivery lead time exceeding 7 working days from shoot date.
• Failure to meet technical requirements (HD capture, professional equipment, editing suites).
• Abuse of SCM system, fraud, or failure to perform on previous contracts.

Contract terms and conditions:

• TIA reserves the right to amend RFP conditions, validity period, or specifications before the closing date. Respondents will be notified in writing.
• TIA may verify any information in a proposal and is not obligated to appoint any bidder.
• TIA may vary, alter, or amend RFP terms at any time prior to adjudication finalisation.
• Omission of material information, inaccuracies, or misrepresentations may disqualify a proposal or cancel a contract.
• TIA reserves the right to reject the lowest or any proposal and to award the contract to the most capable bidder with a technically acceptable and financially advantageous proposal.
• Appointment is subject to mutual agreement on contractual terms within 30 days; otherwise, TIA may appoint the next highest-rated bidder.
• TIA may award the RFP in whole or in part without providing reasons.
• TIA may cancel or withdraw the RFP without liability.
• Proposals are valid for 90 days.
• All costs for proposal preparation are the respondent’s responsibility.
• TIA’s decision on proposals is final and binding.
• Bidders may be required to present their proposal with 4 days’ notice.
• Confidentiality: All RFP-related information is proprietary to TIA and must not be disclosed without prior written consent.
• Disqualification: Bidders or directors who abused SCM systems, committed fraud, or failed to perform on previous contracts may be disqualified.

Elimination Criteria:

• Not registered on the Central Supplier Database (CSD).
• Submission after the deadline (30 July 2026 at 11h00).
• Proposals submitted to incorrect location.
• Delivery lead time exceeding 7 working days from shoot date.
