Appoint a service provider for comprehensive building maintenance and plumbing services at the ATNS Aviation Training Academy (Gate 14, Bonaero Drive, Bonaero Park, 1625) for 2 years on an as-and-when-required basis. Services include inspection, maintenance, servicing, repairs, and replacement of plumbing systems and general building infrastructure to ensure safe, functional, and compliant operations. Contractor must deliver preventative and corrective maintenance, emergency responses, and annual assessments while adhering to SANS standards and ATNS approvals.

Bids must be structured in two parcels: Parcel A (Administrative & Mandatory: Volumes 1A, Phase 1 & 2) and Parcel B (Price & Specific Goals: SBD 3.3, SBD 6.1). Required documents include: completed SBD forms, CSD report, CIPC documents, shareholder certificates, ID copies of shareholders, valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs), Declaration of Interest, Invitation to Bid, and proof of tax compliance (SARS PIN). Bids must remain valid for 90 days from submission. Late or incomplete submissions will be disqualified.

Scope: Provide general building maintenance and plumbing services at ATNS Aviation Training Academy (Gate 14, Bonaero Drive, Bonaero Park) for 2 years on an as-and-when-required basis. Services include: Preventative and corrective maintenance for building infrastructure (floors, ceilings, walls, doors, windows, roofing, waterproofing, carpentry, glazing, partitioning, painting, external works, cleaning). Plumbing services: preventative/corrective maintenance, blockage removal, water reticulation, heating systems, kitchen/catering plumbing, water quality/filtration, emergency responses, and annual assessments. Response Time SLAs: Emergency (≤4h response, ≤24h resolution), Urgent (≤8h response, ≤48h resolution), Routine (≤24h response, ≤72h resolution), Planned (as scheduled). Materials must be SANS-compliant and approved by ATNS. Contractor must ensure: continuous functionality, safe working environment, preventative maintenance, rapid breakdown response, and value for money. Annual condition assessments and reporting required.

Pricing must be submitted in SBD 3.3 (Pricing Schedule) with fixed percentage mark-up for spares/equipment/consumables. Rates must include all applicable taxes (ZAR). Contract is 'as-and-when-required' with no guaranteed minimum volume. Payment based on actual work executed via approved job cards or service requests. Rates cover inspections, compliance assessments, reporting, and COC issuance where applicable. Emergency/after-hours rates apply outside normal working hours. Replacements require prior ATNS approval. Grand total used for price evaluation. ATNS may set a contract ceiling value.

Mandatory: CSD registration (proof required), valid SARS Tax Compliance Status PIN (valid for 60 days), COIDA Letter of Good Standing or Registered Mutual Association Policy, CIDB grading 2GB or higher (or proof of application), 3 contactable reference letters for similar work (completed within 5 years, on official letterhead, signed, with verifiable contact details). B-BBEE: Valid certificate or sworn affidavit (EMEs/QSEs) required to claim preference points (51% Black Owned: 10 points, 30% Black Woman Owned: 10 points).
