Submission Guidelines
Source: Tender Document 8.3.2-2026 MN4-2026.pdfSubmit bids in sealed envelopes, clearly marked with tender number (8/3/2-2026 / MN4-2026) and description, to the tender box at Bergrivier Municipal Offices, 13 Kerk Street, Piketberg by 12:00 on 09 March 2026. Bids addressed to municipal officials in personal capacity will be disqualified. Couriers must ensure bids are placed in the tender box; the municipality is not liable for courier errors. Bids must be valid for 120 days after closing date. Only original bid documents completed in black ink are accepted. Late, incomplete, faxed, or emailed bids will not be considered. Proof of submission is not proof of receipt. The municipality reserves the right to accept any bid in full or part, or reject all bids. Required forms: Authority to Sign a Bid, Tax Clearance Certificate/TCS Pin/CSD Registration Number, MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim Form), MBD 8 (Declaration of Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination), MBD 10 (Certificate of Payment of Municipal Accounts), OHSA Declaration, Form of Indemnity, Pricing Schedule, Form of Offer, Declaration by Tenderer. All forms must be completed and signed. For joint ventures, a copy of the agreement with percentage contributions must be attached.
Evaluation Criteria
Source: Tender Document 8.3.2-2026 MN4-2026.pdfEvaluation follows the 80/20 preference point system: 80 points for price, 10 points for specific participation goals, and 10 points for B-BBEE. The Preference Points Claim Form (MBD 6.1) must be fully completed to qualify for preference points. Bids will be evaluated using the Council’s Supply Chain Management Policy. The bid price must be VAT inclusive.
Technical Specifications

Financial Requirements

Payment terms: Invoices must be accompanied by a delivery note, and payments will be made within 30 days of submission. Performance security may be required within 30 days of contract award, in the form of a bank guarantee, irrevocable letter of credit, or cashier’s/certified cheque.

Submission of a valid Tax Clearance Certificate or Tax Compliance Status (TCS) Pin or CSD Registration Number is compulsory; failure to submit may invalidate the bid. Bidders must not be in the service of the state or have unresolved debts with the municipality. B-BBEE Certificate (certified copy) must be attached if claiming B-BBEE points. OHSA compliance: Valid Letter of Good Standing from the Compensation Commissioner required. All directors/shareholders must provide personal income tax numbers and certified ID copies. Joint ventures must submit a copy of the agreement with percentage contributions.
