Security manned guarding & technical services for coega sez (3-Year contract, CDC/328/26 & CDC/329/26)

• The CDC invites bids for Provision of Security Manned Guarding Services and Security Technical Services for a three-year period across its SEZ and Non-SEZ Business.
• Bidders may bid for one or both services. If bidding for both, submit one bid clearly indicating the intention and including all required schedules and documentation for each part.
• The scope requires 24-hour physical security and technical services covering all CDC sites, satellite offices, and projects. The service provider will also undertake general repairs and maintenance to existing security systems.
• Sites include CDC Business Center (HQ), Business Process Outsourcing (BPO), Vulindlela Accommodation and Conference Center (VACC), SEZ Zones, Bluewater Bay Sunrise Hotel, Nelson Mandela Bay Logistic Park, Wild Coast SEZ, Coega Satellite offices, and all CDC Business and Projects.
• Security Technical Services encompass a wide range: Video Management Software, Cameras and analytics, Cisco Network, Access Control Systems, EACS, BIDS/PIDS, AI, Drone technology, Electrical fencing, Logistic tagging, GIS, Fire and gas suppression, Command and Control Centre, Backup systems/UPS.

Eligible bidders must: 1) Be registered on National Treasury CSD with valid tax compliance status; 2) Be VAT registered (or register immediately upon award if turnover exceeds R1M); 3) Not be listed on CIPC de-registered companies list; 4) Not have public servants as directors/members; 5) Not be part of more than one bid submission (Competition Act); 6) Have capacity for maximum 5 active CDC projects unless 80% complete; 7) Comply with OHSA, COIDA, NEMA, Disaster Management Act; 8) Develop OHS&E management systems per CDC norms; 9) For JVs: submit JV agreement/intent letter and consolidated B-BBEE certificate; 10) Provide proof of registration with Compensation Fund/licensed insurer for JV entity; 11) Submit complete signed RFP document with all required forms.

• Contract Duration: Three (3) years for security services across CDC SEZ and Non-SEZ Business.
• Scope Overview: Provision of 24-hour Physical Security Manned Guarding Services (CDC/328/26) and Security Technical Services (CDC/329/26).
• Service Coverage: Includes all CDC satellite offices, sites where CDC is the implementing agent, and new/existing CDC business on a permanent or ad-hoc basis. The service provider will undertake general repairs and maintenance to existing security systems.
• Key Sites (Non-exhaustive list): CDC Business Center (HQ), Business Process Outsourcing (BPO), Vulindlela Accommodation and Conference Center (VACC), SEZ Zones (Zone 1-15), Bluewater Bay Sunrise Hotel, Nelson Mandela Bay Logistic Park, Wild Coast SEZ, Coega Satellite offices (Pretoria, Durban, Mthatha, East London, Cape Town), and all CDC Business and Projects.
• Security Technical Services Required (Non-exhaustive list): Video Management Software, Cameras and analytics camera technology, Cisco Network, Access Control Systems, Electronic Access Control Systems (EACS), Building/Perimeter Intrusion detective systems (BIDS/PIDS), Artificial intelligence, Drone technology, Electrical fencing, Logistic tagging and tracking, Geographical Interfaced Software (GIS), Fire and gas suppression systems, Command and Control Centre/Build environment service/electrical/HVAC, Backup systems/UPS/Redundancy and resilience.
• Bidding Options: Bidders may bid for one or both services (CDC/328/26 and CDC/329/26). For both, submit one bid but clearly indicate intention and include all required pricing schedules and documentation for each part.

• Bidders must demonstrate company experience/past performance in high-security environments (e.g., SEZ, IDZ, National Key Points) within the past five years.
• Key Personnel requirements include CVs and certified qualifications for Contract Manager (minimum NQF5), Technical Manager (minimum NQF5), and Criminal Investigator-Analyst (minimum NQF5).
• For CDC/329/26 (Technical Security Services), bidders must provide CVs of three technical personnel with experience in EACS, CCTV installation, and related fields.
• Bidders must provide proof of operational office establishment in Gqeberha and surrounding regions via Title Deed, Lease Agreement, or Municipal account.

• Bidders must submit all required pricing schedules. If bidding for both services, include pricing for each part.
• Pricing must be within stipulated PSIRA rates, considering overheads and costs for Year 1, 2, and 3. Rates are fixed excluding annual PSIRA increases; quantities in BOQ are indicative.
• Price evaluation forms part of the Quantitative Assessment under the 90/10 preference point system.

• Pricing Submission: Bidders must include all required pricing schedules. If bidding for both CDC/328/26 and CDC/329/26, include pricing for each part in one submission.
• VAT: Bids must be submitted VAT inclusive. Non-VAT vendors whose potential contract award would push annual turnover above R1 million must include VAT and register with SARS upon award.
• Pricing Basis: Bidders must price for the annual tender offer within stipulated PSIRA rates, considering overheads, profit margins, and other costs for Year 1, 2, and 3. Rates are fixed and firm excluding annual PSIRA increases. Quantities in the Pricing Schedule (BOQ) are indicative and may vary based on demand.
• Price Evaluation: Part of the Quantitative Assessment using the 90/10 preference point system.
• Financial Capacity Proof: For mandatory vehicle requirements, bidders can provide proof of funds via a letter of credit approval from a Financial Institution registered with NCR.

• Central Supplier Database (CSD): Bidders (and all JV/Consortium members) must provide proof of registration on the National Treasury’s Central Supplier Database (CSD) or a CSD registration number.
• Tax Compliance: CDC will only award to a tax-compliant bidder. Tax compliance status will be verified through CSD and SARS.
• B-BBEE: The 90/10 preference point system applies. Bidders must submit a valid SANAS Accredited B-BBEE Verification Certificate (for Generics and QSEs with less than 51% black shareholding) or a sworn affidavit as per DTI template (for EMEs and QSEs with more than 51% black shareholding). In case of a JV, submit a consolidated B-BBEE certificate for the project and individual certificates/affidavits.
• Company Registration: Bidders (and all JV/Consortium members) must confirm company registration with CIPC. CDC will not award to businesses on the CIPC list of de-registered businesses.
• PSIRA Registration: Bidders must be PSIRA registered and provide proof of compliance with the Private Security Industry Regulation Act, 2001. Security officers must always wear PSIRA identification cards.
• Specific Mandatory Documents: Include completed and signed SBD 1, SBD 4, SBD 6.1, Certificate of Authority, Form of Offer, proof of valid PSIRA letter of Good Standing, valid PSIRA certificates for all Directors, and others as listed in the mandatory requirements tables.
• Liability Insurance: Successful bidder must provide proof of liability insurance to the value of R20 million or above.
• Applicable Legislation: The contract is subject to numerous Acts including PFMA, Preferential Procurement Policy Framework Act, Occupational Health and Safety Act, Compensation for Occupational Injuries and Disease Act, B-BBEE Act, Private Security Industry Regulations Act, etc.

• The successful bidder must comply with the Occupational Health and Safety Act and Regulations, Compensation for Occupational Injuries and Disease Act, National Environmental Management Act, Disaster Management Act, and all relevant legislation throughout the contract.
• Upon appointment, the service provider must develop Occupational Health, Safety and Environmental Management Systems compliant with CDC Norms and Standards.

• Joint Ventures/Consortia must submit a consolidated B-BBEE certificate prepared for this specific project, along with individual certificates/affidavits.
• Bidders must confirm company registration with CIPC; CDC will not award to businesses on the de-registered list.
• Successful bidder must provide proof of liability insurance to the value of R20 million or above.
• For CDC/329/26 (Technical Security Services), bidders must provide certified security systems technicians and have enlisted partners/resellers for the listed technical services.

• Bidders are evaluated on functionality and must meet a minimum threshold of 70 points to proceed.
• The 90/10 preference point system applies (Price: 90 points, Specific Goals: 10 points).
• Evaluation process includes four stages: Responsiveness Assessment, Functionality Assessment, Quantitative Assessment, and Qualitative Assessment.
